Packard, Mary A. Scherr, W.'All'an Kelly and Paul S. Swirsky Mayor Dunne asked that 'Dr. -Packard, President of the Board, serve as Chairman for the meeting. The joint meeting was -held~by thelCity Council with members of the Carlsbad Unified School District, to explore avenues whereby the City and school district can work together to insure that requi.red public school services will be ava.ilable concurrently with the need created by new developments. Dr. Howard C. Harmon, Superintendent of the Carlsbad 'Unified School District, gave a brief background of the schoolhousing problem, and stated. the problem was caused because .of the inability of the district to pass the last three bondiissues.:.arid tax override to provide necessary funds. Investigations were made regarding procedures whereby a requirement can be adopted by cities !'and counties that would permit the school districts to negotiate with developers to pro- vide funds to meet emergency school needs. Mr. Jack Arnold, City Manager, pointed out that the problem is three-tiered - school district, the City and the developer, due. to lack of proper legislation. The City has encouraged developers to provide sites in proportion to the scope of the development:: He felt the district is going to have to do some Soul- searching for additional revenue.s to cope with the accellerated growth, rand that a construction program should be established. During the discussion it was noted the County of San . .. ment or redevelopment present satisfactory evidence to the appropriate body or agency, that the required public services will be provided concurrent with the need. Also that a.fee schedule for the developers has been established by some of the entities. Dr. Harmon stated the Carlsbad Union Sch'ool Distr.ict has developed a fee schedule at $234.00. per unit. Any money received from developers would be deposited in a special account and. used only for capital outlay items such as construction, sites, portable classroom or transportation to solve th.e emergency existing in the district. Some of the members of the Council expressed concern regarding a long-range program, and that the problem cannot be solved by' an emergency policy without takin into consideration long-range planning.
