Place of Meeting: Council Chambers - ROLL CALL: [I101 Water Rates. Mayor Dunne stated he had received many calls concerning the water rates, and felt the Coun,cil should pursue a study of the water rates by a qualified firm. Also the City should'expedite the sal of the Lake Calavera property and not wait for the County.to make a decision. Cmn. Frazee was of the opinion the City should take action to the sell the property in Oceanside as soon as possible. Crnn. Letlis expressed his concern that if it is the intention of the Council to sell Lake Calave the County should be properly notified. William Baldwin, Assistant to the City Manager, inform ed the Council that due to the complexity of the Lake Calavera property, the City needs to have a' feasibilit study made prior to an appraisal being made in order to determine how the City can accrue the most money from the property. He estimated the cost of the study and appraisal should be around. $10,000. Following discussion it was agreed that a report be rnade by the staff as to the cost of a feasibility stud and appraisal of the Lake Calavera property. As to the Oceanside property the staff was instructed to proceed with the sale of the property, with the condi- tion that the City retain all. water rights. Cmn. Chase stated the Water Committee should be notifi if the Council intends to have a water rate study made [92] Report on Joint Sewer Advisory Committee. Crnn. Chase reported on the Joint Sewer Advisory Comrni ttee meeting, and stated the Attorney for the Committee will provide a rough draft of an agreement in order to proceed with Phase II-A prior to the Tuesday Council meeting. Also he will make a report to accompany this .draft. Cmn. Chase also pointed out there seems to be some misunderstandings as to ownership rights, capacity rights and membership rights which they:are trying to clarify. The City has lost some ground. Under Phase II-A a four mi 11 ion gallon capacity will be added to the system, of which the City of Carlsbad will receive an additional 25% or one million gallon capacity. His proposal is that the cities of Vista and Carlsbad hold a hard line to their respective rights. It was the Mayor's opinion the City will have suffici- ent capacity up to the time Phase I11 is added. Executive Session. The Mayo'r called for an ex- ecutive session to discuss personnel.
