Place of Meetinq: Council Chambers - 1- ROLL CALL: [57] (a) Agenda Bill #2250 - Supplement #l. Proposed General Plan amendment regarding Open Space and Conservation Element. Don Agatep, Planning Director, reviewed the Final Draft, stating the Planning Commission concurred with Council recommendations on the initial draft. He further stated they had added a paragraph to the policy section of the revised Element on Page 8, adding Item #9, Taxation - to promote the development and presc vation of Open Space and Conservation systems by encouraging and supporting tax assessment procedures whereby property is taxed according to the use of the land. The Council discussed the Open Space and Con- servation Element at length and agreed to the following modifications: Page 8, Item 7, the insertion of the word "logjcalij" after the words 'Iwi 11 assist" in the last line. Page 11 , Item 1 , adding the words ''wherever possible" following the word "hillsides." Page 42, Item 17, to read: "Grading. Some grading practices allowed in the City have had adverse effects. Provisions have been estab- lished to mitigate the effects of earth moving (e.g., proper planting of environmentally adopted grasses, forbs and trees), and impede erosion." Following discussion, Resolution No. 3329 was presented and adopted. RESOLUTION NO. 3329. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING THE GENERAL PLAN BY THE ADDITION THERETO OF THE OPEN SPACE AND CONSERVATION ELEMENTS. (b) Agenda Bill #2251 - Supplement #l. Proposed Interim Open Space Zoning Ordinance. During the discussion of Exhibit ''A", a draft ordinance to be incorporated as part of pro- posed Ordinance No. 9375, the Council agreed to delete "Native dry climate grasses and othe xerophytic materials shall be selected whereve feasible," from Item E, page 11. The staff pointed out this is an interim ord- inance designed to meet the City's needs for the next four months. CITY OF CARLSBAD COUNCILME -2- December 28, 1973 I - Following discussion, Ordinance No. 9375 was presented as an urgency measure and adopted as presented. ORDINANCE NO. 9375. AN EMERGENCY ORDINANCE AS AN URGENCY MEASURE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ADOPTING AN INTERIM OPEN SPACE ZONING ORDINANCE TO INSURE THAT ALL DEVELOPMENTAL ACTIVITY WITHIN DESIG- NATED RESOURCE MANAGEMENT DISTRICTS IS CON- SISTENT WITH THE OPEN SPACE ELEMENT OF THE GENERAL PLAN AND TO PROTECT CERTAIN OPEN SPACE LANDS PENDING ADOPTION OF A C0,MPREHENSIVE OPEN SPACE ZONING ORDINANCE. The Council commended the staff for its fine work and diligence on the General Plan Revision, CITY ATTORNEY. On behalf of the City Clerk, the City Attorney informed the Council it was necessary to authorize the use of the Fire Station in the La Costa area by the Registrar of Voters for an election in the Escondido High School District, for a portion of La Costa which lies in that district, said election to be held at the same time as the City's General El ecti on. It was moved the Registrar of Voters be auth- orized to use the Fire Station in La Costa as a polling place for voters in La Costa who are qualified to vote in the Escondido High School District election. BOARD OF SUPERVISORS. Mayor Dunne stated that Supervisor Lee Taylor had requested the Council select an individual to serve on a board which will be studying changes in the County Charter. The Mayor asked that names be submitted for consideration by the first meeting in January. ADJOURNMENT: There being no further business, by proper motion the meeting was adjourned at 4:30 P.M.
