(b) Minutes of the adjourned regular meeting held March 6, 1974 were approved as corrected. CONTINUED BUSINESS: (a) Agenda Bi 11 #3156. North San Diego County Transit Contract. .. The following Resolution was adopted by title only with further reading waived: RESOLUTION NO. 3376, approving an agreement between the .City of Carlsbad and the City of Oceanside forbus servic and authorizing the Mayor to execute said agreement. , CONFLICT OF INTEREST LAW. The City Attorney reported on the question of the unconstitutionality of the Con-. flict of Interest Law, and- stated the question. of uncon- stitutionality has- arisen as a result of a Court decisio in Fresno. He stated it is the opinion of the League of Cali.fornia Cities that the law is sti.11 in affect until such time as a decision is rendered by a higher court. The City Attorney a1 so reported on the Financial Disclo- sure. Statement which must be filed and he stated the. League of California Cities will be forwarding a Dis- closure Form but recommended the forms not be filed pend ing a number of decisions from the Courts. E.P.A. - INDIRECT SOURCES. The City Attorney reported on the EPA Standards for Indirect Sources and exDlained 'how these standards would effect the City of Carjsbad and other cities. He stated the City of San Joseis filing suit against the EPA and have suggested that other cities interested in coordinating with San Jose in the suit notify them by March .20, 1974. He further informed the Council thepe would be 1 imited cost in. the early stages and, .in the event of major expenses, he would communicate further with the Council. It was agreed by the Council that the City of San Jose be notified in writing that the City of Carlsbad would 1 ike to be i.ncl uded with other cities in the suit by San Jose ag.ainst the EPA Transportation Plan. I) - D 0 - 3- March 12, 1974 I The following Resolutions were adopted by title only with futher reading waived: [48] RESOLUTION NO. 3378, calling and giving notice of the holdinq of a Special Municipal Election to be held in said City on Tuesday, the 4th day of June, 1974 , for the election of a member of the City Council of said City as required by the provisions of the Laws of the State of California relating to General Law Cities and consolidat- ing said election with the Statewide Primary Election to be held on said date. [48] RESOLUTION NO. 3379, requesting the Board of Supervisors. of the County of San Diego to consolidate a Special Ylunici il pal Election- of the City-of Carlsbad to be held on June 4, 1974, with the Statewide Primary Election to be held on June 4, 1974, pursuant to Section 23303 of the Elections Code. The City Attorney called to the attention of the Mayor that the nominations for the Special Election will be open Wednesday, March 13, 1974 and will close March 218, 1974 at 12:OO Noon. 8- ADJOURNMENT: * By proper motion, the meeting was adjourned at 8:32 P.M.
