Preannexation Zoning Council Policy No. 16. . .I B The City Manager informed the Council that.LAFC0 has stopped processing annexations which have not receiveld preannexation zoning. He recommended that rather than cancel the policy, the Council deviate from the po1ic.y when a request is made for preannexation zoning which appears to be appropriate. He suggested the-policy b'e extended until the Land Use Element of the. General Plan is adopted. c lj. 1 I It was moved that Policy No. 16 be. extended to July 31., k 1974. [ A motion was made that Policy No. 16 be waived in the. k case of W. Amendment to the Land Use Element of the General Plan No. 11 (GPA-25) from low .density residential to professional :administration commer ial on 11.7 acre parcel located at the southeast corner of the intersection of Marron Road and El Camino Real. APPLI'CANT: RINKER COMPANY Mayor Frazee declared the public hearing open. ' ' . The City Manager reviewed the memorandum of the City Planner, dated May-9, 1974, in which Professional-Admin- istrative Land Use as contained in' the text of the -. General Plan was setforth. Mr. Chan Lafebvre, representing Rinker Company and Mr. Otis Vanderburg, urged the Counci.1 to commit themselves to designating commercial use for the papcel under con- sideration. . Mr. Otis Vanderburg also .spoke and said he felt the area should be designated as commercial on the .General Plan. Mr. Nick Banche, attorney representing 117 petitioners stated strip zoning in.this instance would invite other propertj owners such as Larwin, Kamar , and Baskin-Robbins to seek the same zoning and thus create El Camino as the center of the city. Mr. Banche stated his clients do not oppose transitional zoning of P-AC. .. .. . . opposing the commercial designation.of the property, i I I ! 1 ii B A lengthy discussi'on follow.ed wherein time elements were considered as well as the commercial uses desired by the applicant.
