Place .. of Meeting: , Council Chambers , . .1 - ROLL CALL: 2- Agenda Bill #3123. Amended Land Use Element of .. ... .. the City of Carlsbad General Plan. Mayor Frazee announced to the public that the meeting would be devoted to staff reports and review of the material contained in the Land Use Committee report and Planning Commission recommendations. He further stated that the public hearing would be continued to a date the following week and all those who wished to speak to the issue would be given an-opportunity to do so at that time. Mr. Don Agatep, City Planning Director, reviewed the history of the General Plan revision from the time the Council directed such re.vision be made. Mr. Agatep stated that the basic issues n,ecessitating the revision were: 1. To consolidate a1 1 of the master ing which had occurred in the C.ity fr0.m 1965 through 1974. This included La Costa, Carri.110 Rancho, Lake Calavera Hills and a number of other large master planned programs that have been approved by the City to date. 2. To incorporate all of the State man- dated requirements for a General Plan. 3. To assess the 1965 General Plan and to determine its adequacy in light of what has happened to date. After analysis of land uses within the City the following four recommendations were made: 1. To develop a Public Facilities .. Element and a Capital Improvement Program. 2. Review and evaluation of the ,General Plan as it relates to future developments every three years. 3. To develop an Urban Land Reserve Program consisting of two parts: 1) Mon-resid- entia1 areas, and 2) The definition of an Urban Land Reserve capability and the method of imple menting such a program. 4.. A Growth Monitoring Program to give the City the capability to state precisely how much sewer, water or public facilities are available in response to any request for de opment approval. The precise wording for this program is ,under consideration by the Planning Commission now and will be ready for .Council review in approx- imately one week.
