Meeting. of: CARLSBAD CITY COUNCIL (Adjourned meeting) Date of Meeting: July 10, 1974 Time of Meeting: 7:OO P.M. ROLL CALL: Pres6 Mayor Frazee announced this meeting was called for the purpose of continuing the discussion of the budget. I) .. C291Insurance. Cmn. McComas suggested the City look into the possibility of se.lf-insurance for City vehicle Mr. Baldwin, Assistant to the City Manager, informed the Council some consideration had been given this matter in the past. Last year the City had a good yea however, this year had not been as far as claims. Chamber of Commerce. The City Manager submitted a memorandum dated July 2, 1974, showing fee structures of Chambers in five other cities in the County. Also included was a statement indicating the per capita appropriation of eight cities in the County to the Chamber of Commerce. It was noted the'chamber of Commerce budget for FY 197 75 shows a 40% increase over last year's budget. Last fiscal year the City budgeted $30,000 for Community Promotion, of which $27,000 was allocated for the Chamber of Commerce and $3,000 for the Quarterly Mews- letter. As of June of 1974 the Chamber has spent unde $25,000, however,. there may be other bills submitted up to and. including June 30, 1974. Following a lengthy discussion, it was unanimously agreed that $30,000 be appropriated in the budget for the Chamber of Commerce thi.s fiscal year. S. Y - Planning Department. The City Manager requested that $7,000 be added to the Planning Department budget for cost of a special census. Fire Department. The City Manager stated $15,000 was shown under Revenue Sharing in the original budget presented for a joint training program for firemen. The other cities have not indicated their willingness to participate, therefore this amount has been deleted Fire Statjon.No., 3. Considerable discussion was given to the appropriate location for Fire Station No. 3. The City Manager pointed out the size of the City creates a problem and a higher cost per capita. Cmn. M.cComas stated the fire rate in the City of Carlsbad will never be'reduced until such time as a third station is in op.eration, along with other re- quirements that will have to be met. Some of the Councilmen expressed concern that if a station were built at the. Chestnut location as a tem-' porary measure it would become a permanent station, and the need in a few years would be to the south and east. The City Manager noted the City does own the land at Chestnut Avenue and El Camino Real. There is a possi- bility the City can negotiate with the County for property along Palomar Airport Road. Anything that would be built now would probably be temporary. Mr. Bussey asked that he be given the opportunity to further review the Gage-Babcock Report, and that he 1 be directed to contact the -Gage-Babcock firm as to - its reas'ons for the .recammended location. 2 r ~ ~ 1 t: I I ii F I ki Is l[ ;I !j i CITY .OF b. McComas stated the reason the report recommended the Chestnut Avenue location was due to the present the property owners will no.doubt have sufficient fire protection installed in the buildings. The Council agreed that the funds budgeted for the construction of Fire Station No. 3 be left in the A short recess was called at 8:20 P.M. and the meeting reconvened at 8:35 P.M. Library. Cmn. Chase questioned the alternate salaries shown in the Library budget. The City Manager 'informed the Council a classification study is being conducted for the Library employees. He made a commitment to the Library Board that addi- tional monies would be in the Library Reserve for the purpose of funding any reclassification. However, in adopting the budget the Council will be adopting the salaries shown on the summary sheet. Car allowances. The Council was informed that the Generators. The City Manager stated a memorandum would be presented to the Council on Tuesday prior to the adoption of the budget in regards to the generator The Pubiic Works Director asked if the Council's pri- mary concern was the sanitation factor and the Council indicated it was. He stated there is a possibility that smaller generators could be used. There are eight areas of which six could be handled very rapidly The,two major areas are the old sewer plant and the Agua Hedionda. The Counci.1 members agreed that formal action on the budget would be considered at the next regular meeting on July 16, 1974. ADJOURNMENT: By proper motion the meeting was adjourned to Monday, July 15, 1974 at 7:QO P.M. in the Council Chambers,
