Place of Meeting: Council Chambers IL.l ROLL CALL: I Mayor Frazee reminded the Council of up-coming committee appointments for the Senior Citizens Committ Airport Committee, Bicycle Committee and the Water Committee. Mayor Frazee recommended JERRY McCLELLAN b considered for the Airport Committee and invited the other Council members to submit their recommendations. 1 Councilman Skotnicki requested that ROBERT CHANEY be considered for the Seismic Safety and Geologic Hazards Committee. c571 Agenda Bill #3123.(public hearing continued from August 8, 1974) Land Use Element of the General Plan. T.he,Planning Director reviewed each of the following items, both as to Council recommendations and Planning Commission consideration and the Council took formal action on each of the items as describe'd below: RLM Density: The Council approved RLM Density of 0-4 D/U per acre and asked that the clarifying sentence "In those exceptional cases where the base zone is consistent with the land use designation but would permit a slightly higher yield than that recom- mended in the low and low-medium density residential classifications, the City may find that the project is consistent with this element if it is compatible with the objectives, policies, general land uses and progral expressed herein and does not exceed twenty-five(25) percent of the maximum allocation," be added to the Land Use Element text. T Stone Request. The Council approved the "RMH" designation that stops on the north side of Chestnut Avenue to be continued southerly to Palm Avenue. Savage Request: Mr. William Savage, property owner, addressed the Council previous to Council dis- cussion and action. The Council approved "RMH" designation (10-'16 D/U per acre) for the Savage property lying north of Batiquitos Lagoon and east of Interstate 5. North Pi0 Pico: The Council approved a des-ig- nation of Professional and Related Commercial on the area along the easterly side of Pi0 Pic0 Drive with all access to be taken from Pi0 Pic0 Drive. Rinker Request: Mr. George Coopman, represent- ing the Rinker and Vanderburg properties, addressed tht Council previous to Council discussion and action. The Council approved a land use designation on the subject properties as being: northerly portion as "Community Commercial - 60%, or approximately 820 feet,. and "Professional and Related Commercial'' on the : remaining 40%, or approximately 550 feet, with orienta- tion of the commercial area to be to Marron Road, and directed the staff to determine specific footage. CITY OF CARLSBAD COUNCILM - I) B - -2- August 14, 1974 (adjourned meeting) RECESS: Mayor Frazee called a recess at 4:lO and the meeting was reconvened at 4:25 p.m., with all Councilmen present. -1 Following the recess, a motion was made in regard to the Roosevelt Commercial matter heard before the recess thata moratorium on all C-1 and C-2 devel- opment in that area be enforced for a period of four(4 months. Coninmark-Beach Colony. The City Planner stated the subject property consists of 3.2 acrea and now shows as 0-P land use designation in the General Plan, which conflicts with the zoning and master plan approved for this site in 1971. The developer is requesting "RMH" land use designation for this propert which lies west of Highway 101 and north of San Marcos Creek, at the southerly tip of the City. ,) I A motion was made to amend the proposed Land Use Element of the General Plan to reflect "RMH" desig nation on the subject property and to refer the matter back to the Planning Commission for recommendation. t General Plan Amendments: The City Planner providedthe Council with two information requests for General Plan amendments, stating that Valle Verde (Loker property) request was a "back-up" request and that as such, not a valid consideration at this time; and that a request from Mr. Cason was premature in tha a complete application has not been filed nor has an Environmental Impact Report on his property. Special Treatment Area for the Downtown: The Council approved the boundaries for Special Treatment on the downtown area west of 1-5, between Buena Vista Lagoon and Agua Hedionda Lagoon, as recommended by the staff, and returned the matter to the Planning Com- mission for recommendation. Further, the staff was directed to concentrate their initial efforts on the area described and recommended by the Planning Com- mission. Discussion on joint meetings with the Planning Commission in those months when there are five Tues'day! was held and no action was taken.
