Amended Land Use Element of the General Plan. (con't from 8-20-74) The Planning Director stated that the recommenda The staff has recommended "RMH" category be re- vised to 10-20 dwelling units per acre and "RH" to 20-30 dwelling units per acre, as opposed to the 10-16 for IIRMH" and 16-24 for "RH" as recom- mended by the Planning Commission and Land Use Committee. It was the staff's opinion that the hi.gher ranges:were more consistent with surround ing established densities even though they would constitute a substantial reduction in comparison to existing zoning and General Plan densities. Mrs. Mary Casler and Mrs. Jane Skotnicki, both members of the Land Use Committee, spoke in favo of the lower densities. 2. La Costa Request. Following a staff report on the Planning Commiss ion response and concurrence with Council recom- Council recommendations designating the area south of Costa del Mar Road and east of El Camin Real as "RH-0." 3. Rombotis Request. The staff reported that the Planning Commission concurred with the recommendations of the Counci and a motion was made adopting recommendations of Staff and Council, designating that area of Laguna Riviera with an approved Master Plan, be changed to "RMH" category on 8 1/2 acre parcel, south of Park Drive, and the balance be changed to the "RM" category. 4. Parker Request. that with the conditions setforth in the approve Specific Plan adequate control would be main- tained in the transition from high density to the single-family area east of Adams Street. .. - 0 D lr CITY OF CARLSBAD -2- August 26, 1974 (Adjourned meeting) Following Council discussion, a motion was made adopting staff recommendations designating the subject property as "High Density." 5. North Dowtown Office Area. The staff stated that there are building plans for residential developments now being processed as well as existing residences, in the area pro- posed in the Land Use Plan as "Professional and Rejated Commercial." To be consistent with the existing ''R-P'! zoning and development, the staff recommended t-he area be designated as "RMH/O." A motion was made adopting the staff recommenda- tions and to return the matter to the Planning Commission for their consideration. 6. Boundary Definition. In response to a question raised at an earlier Council hearing regarding boundaries definition between different land use designations, the staff recommended revisions to the Land Use Element text in the guideline as expressed on page 38, fifth paragraph. The suggested revisio were delineated in a memorandum to the City Council from the Planning Director, of August 26, 797 The Council discussed a means of further clari- fying the boundary definition and it was agreed that in addition to the wording contained in dations of the memorandum of August 26, a para- graph be added which would provide a means of interpretation by the Planning Commission in the event the four(4) guidelines referenced above were not sufficient, with the provision for appeal to the City Council. i terns IIall Itbll "c" and "d", under staff recommen- r 7, ? A motion was made accepting the recommendations of the staff as modified and directing the staff to proceed directly to the Planning Commission for their recommendations. 7. Consistency Definition. It was pointed out by the staff that when the proposed Land Use Element is adopted, two types of inconsistencies between the Element and Zon- ing will arise: 1. when existing zoning in a given area is obviously inconsistent with Land Use recommendat and I 2. when a base zone is generally consistent with Land Use recommendation, but minor incon- sistencies exist with the Zoning Ordinance itsel The Planning Director cited examples of the two types of inconsistencies, stating that in the first instance, the solution is to amend the existing zoning. This would, he said, Sake a lengthy period of time. The Planning Director offered alternatives as an interim measure. The Council discussed the alternatives offered b the staff and a motion was made adopting the existing wording on "consistency" and directed the staff to prepare the necessary procedures to comply with AB 1301 requirements,.said procedures to be an appendix to the proposed text. 1 8. Overall Land Use Element Concept and - Recommendations. I It was agreed that this matter would require considerable time to discuss and continued the public hearing to September 3, 1974. 3- - AIR RESOURCES MANAGEMENT PLAN. 1 C321 Mayor Frazee reviewed critical points of the Air Resources Management Plan, stating that the region is required to adopt an Air Resources Management Plan and have it in operation by January 1 , 1975. He stated that if there is not substantial progress within the next few weeks, the EPA will start issuing permits for all kinds of development proposals on October 1, 1974. The Mayor cited certain conflicts between the CP and the County Board of Supervisors as inhibit- ing a forward-moving program, but stated the apparent objective as being a joint staff effort between the County and CPO in developing a plan, with the local entities serving on their own as a reviewing medium on EIRs, with the County acting as the controlling agent. Mayor Frazee further stated that the City must report back to the County as soon as possible. c The City Manager emp hasized the importance of this matter and urged the Council to study the material available and to consider a special meeting to thoroughly examine those issues to be faced in the future. It was agreed that the matter would be taken up at the regular Council meeting of September 3rd.
