CITY OF CARLSBAD COUNCILME1 - :lo51 0 e v Meeting of: CITY COUNCIL (Adjourned regular meet Date of Meeting: October 29, 1974 Time of Meeting: 7:30 P.M. Place of Meeting: Council Chambers ROLL CALL: The Mayor announced the adjourned regular meeting of the City Council held October 16, 1974 was adjourned to this date in order to meet in joint session with the Planning Commission. 1 The Planning Director addressed the Council and stated the City has recently expressed its interest in the downtown area as to a definite development program. The President has recently signed a bill, namely, the Housing and Community Development Act of 1974. At the staff's request Mr. Ed Haworth and Mr. Ken Renolds from the firm of Haworth, Anderson and Lafer, Planning Consultants from Santa Ana, were invited to make a presentation this evening as to the intent and purpose of the Act. Mr. Ed Haworth gave a presentation on the affects the Housing and Community Development Act could have on the City of Carlsbad. Mr. Haworth also presented the Council with a written summary report of the Act and answered Council and Planning Commission questions. The Mayor declared a short recess at 8:15 P.M. The meeting reconvened at 8:30 P.M. and the floowing items were considered: C301 1. SIGN ORDINANCE. The Sign Ordinance was dis- cussed relative to the processing that the proposed ordinance amendment has taken since the Planning Com- mission recommended approval in November, 1973. It was suggested by the City Manager that the sign ordinance amendment be made an agenda item for the City Council. Mayor Frazee requested the documents relating to the amendment be circulated, including the report presented by Dr. Packard. [I141 2. PLANNED COMMUNITY ORDINANCE. Discussion was siven to the intemretation of a Planned Commun- I ity Ordinance and what'the ordinance should contain, i.e. , discretionary powers, flexibility, guidelines, I etc. I The Planning Director informed the Council under the 1301 legislation the P-C Ordinance will have to be amended. The City Manager suggested the staff submit to the City Council and the Planning Commission recommenda- tions for the application of the Planned Community concepts in the City of Carlsbad. It was agreed that at such time as the recommendations are submitted a joint meeting between the City Council and the Planning Commission would be held. [85] 3. ENVIRONMENTAL IMPACT REPORTS. The City Manager informed the Council the staff is preparinlg a report on the processing of Environmental Impact. Reports for the City Council's review. Further, a. report is also being prepared by the staff relative , to standards by which the archaeological studies will be processed. ~ v g ing) J#! Commissioner Watson asked the City Council and Planning Commissioners to give some thought to the application of the Park Land Dedications, specifically with reference to fees as opposed to land dedication.
