Councilman Skotnicki was present at 5:03 P.M.
[37] CHARTER CITY vs GENERAL LAW CITY. Discussion was held on the pros and cons of a Charter City form of Government vs. a General Law City, and reference was made to a memorandum addressed to the members of the Council from Cmn. McComas pointing out the ad- vantages of a Charter from of Government.
Cmn. Skotnicki requested a report back to the Council on what the City could expect as far as revenue if an entertainment tax were established under a Charter, and what the limitations on the tax rate would be.
Following discussion the City Manager was directed to arrange for an authority to address the Council, whose expertise is in the field of a Charter form of Government.
