Present ROLL CALL:
[105] Housing Community Development Act - 1974 Coopera
tive Agreement with the County of San Diego.
The City Manager stated that representatives frc
the County and seven other San Diego County Cities hav
met on numerous occasions to plan submission of the
application for funds under the above Act. As a part
of the application it is necessary to submit a list of
projects which might be deve1ope.d with the monies
received under these funds. He recommended the Counci
consider the-following projects:
1. Senior Citizens Center on the Magee property
2. Inner-City pedestrian and bicycle program.
3. Inner-City code enforcement program.
4. Inner-City Social Service Center, including
child care, housing referral, and bilingual
information center.
Discussion was held as to projects to beiadded c
deleted from those recommended. The City Manager
pointed out that for purposes of the joint applicatior
it is necessary to indicate those areas being consider
but that through public hearing process, citizen input
as to projects to consider can modify the proposed
projects at a later date.
RES0LUTID.N NO. 3575, approving an agreement
between the City and the County of San Diego for coop-
erative submission of a proposal to the Department of
Housing and Urban Development under the Housing and
Community Development Act of 1974, authorizing Mayor
to execute said agreement, was adopted by title only
and with the unanimous consent of the Council, further
reading was waived.
[37] Charter City. The City Attorney introduced Mr.
William G, Holliman, with the firm of McDonough, Hull,
Schwartz and Allen in Sacramento. He was previously
Assistant City Attorney for the City of San Leandro,
and acted as legal council for the League of Californi
Cities. He just recently completed a Charter City
draft for the City of Davis, California.
Mr. Holliman presented a brief review of the
contents of the Davis charter and defined differences
between General Law cities and Charter cities. Follok
ing Mr. H,dlliman's presentation, a question and answer
p-e?iod followed.
The Council members commended Mr. Holliman for
the excellence of his presentation.

adjourned at 5:17 p.m. to the next regular meeting
date, January 21, 1975.
