Place of Meetinq: Council Chambers ROLL CALL : .[74] INCLUSION OF POLICE COMMUNICATORS AS PUBLIC SAFETY EMPLOYEES IN THE PUBLIC EMPLOYEES' RETIREMENT SYSTEM. The City Manager reported on September 18, 1973, the City Council adopted a motion to include the Police Communicators as public safety empl-oyees in the Public Employees Retirement System. Due to a time element the necessary documents were never executed. The employees affected are again asking that they be included as pub1 ic safety members. Also recent legislation now includes women employees Mr. Bussey requested the Council to reaffirm its previous action. It was noted there would not be any increase in cost to the City as the FICA would no longer be deducted for these em- ployees which will offset the increase in the retirement contribution. A motion was made to adopt Resolution #3608, stating the Council's intention to include Police Communicators in the Public Employees' Retirement System as safety members and to in- dicate that this is a reaffirmation of its action taken September 18, 1973, which intended to include communicators as safety members in the Public Employees' Retirement System. The staff was directed to prepare the resolution and the Mayor was authorized to execute the document. c22 1 SAN DI.EGO COUNTY REGIONAL AIRPORT. The Mayor informed the Council the airport portion of the Regional Transportation P1 an wi 11 be consider- ed by CPO on Monday March 17, 1975. The plan now shows Lindbe,rghField as the site. There will be opposition on this site by the City of San Diego as they want the Otay Mesa site. Mayor Frazee requested the Council to direct him as to the position it wishes to take on this matter. By motion of the Council the CPO representative was directed to take the position that the primary location be the Miramar site and the secondary choice be Lindbergh Field. [57] Agenda Bill #3283. GEOLOGIC & SEISMIC SAFETY ELEMENT OF THE GENERAL PLAN. The City Planner addressed the Council and stated there were I some questions brought up regarding the lan- guage used in the Guidelines. He presented the Council with alternatives for consideration. Following discussion it was agreed that the language be changed as follows: ~ Page 10, Section 4, 1. (a) The City Engineer may also waive the soils report if other reports and/or investigations conducted in the vicinity of the development site have indicated the soils conditions are stable and further investigations are not necessary. Page 3, Paragraph 3. Following the word shopping centers, add the words "multi-story multiple family dwelling". The Council requested that a definition of I' high occupancy" be added to the Glossary of Terms. Evaluation of Slope Stability This item was discussed and it was agreed that it remain as I is. The public hearing was closed at 6:20 P.M. By motion of the Council the City Attorney was instructed to prepare the documents necessary for approval of the Geologic & Seismic Safety Element of the General Plan. Agenda Bill #3304. REVISION OF SUBDIVISION ORDINANCE. The City Engineer presented the proposed subdivision ordinance revision as required by State Law. He pointed out that th ordinance had been prepared to correspond with the County of San Diego and other cities's ordinances within the County. The City Engineer further explained the major changes to the format of the ordinance and the new requirements that were being added to the ordi nance. e After discussion by the Council the City Attor- ney outlined four areas where the City Council has legislative authority to include sections if they desire. These sections included: 1. Grandfather clause 2. Reimbursements 3. Public Facility Site Reservation 4. School Site Dedication There was substantial discussion on the pro- priety of including the above sections. The Council agreed that a Grandfather clause should be included in the ordinance. As to Reimbursements, the Council requested an addi- tional report. The staff was directed to pre- pare a draft of a section on Public Facility Site Reservation for consideration. The City Attorney additionally addressed a number of other sections to be considered at a later date.
