Mayor Frazee intro- duced Mr. TOM CRANDALL and Mr. DAN GORFAIN, from the staff of the Regional Coastal Commission, presenting high-lights from the Preliminary Coastal Plan. Mr. Crandall reviewed the background and intent ' of the Regional Coastal Commission and its rela- tionship to the State Coastal Commission. He stated there are six regions in the state and each will be considering the preliminary draft of the coastal plan and the input from their hear- ings will be taken into consideration by the State Coastal Commission in the preparation of the final Coastal Plan. Public hearings will be held in San Diego on May 9 and May 23 and the State Commission hearings will be in August. The final plan will be considered by the legislature in December and it will be their responsibility to take any further action. Mr. Crandall pointed out that one of the major issues will be determining who will be the imple- menting agency. He indicated five possible methods of implementation, the two extremes being (1) continuing the regional commissions in their present form, and (2) returning to the original situation before Proposition 20. Mr. Gorfain explained the boundary map and the areas involved. The Coastal Plan includes five miles inland and three miles out to sea. He stated there is no doubt that one of the biggest concerns for the San Diego Region will be the designated agricultural areas. A question and answer period followed and at 8:OO p.m., the Mayor adjourned the meeting from the Council Chambers to the Conference room, where Mr. Crandall and Mr. Gorfain continued to answer questions. I371 - STREET OVERLAY PROGRAM. The Public Works Admin- istrator described the method used for determin- ing a priority list for road resurfacing. The Council discussed the process of evaluation at length and emphasis was given to consistency in establishing priority for road resurfacing. It was pointed out this matter would be an item on the next agenda, April 15th. 0 e [371 AGENDA I REORGANIZATION. The City Manager asked that the Council give thought to a reorganization of the order of business on the agenda, recommend- ing that immediately following roll call, invoca- tion and pledge of allegiance to the flag, public hearings be held. He also suggested consideratio? of a different numbering system, moving the Con- sent Calendar to an earlier consideration and Council Committee Reports to be heard only at the end of the agenda. Mr. Bussey further suggested a different format for the agenda bill, eliminating the second page which is presently being used. .". [37] - ADJOURNED MEETINGS. The City Manager informed the Council that a schedule of subjects for the adjourned meetings that are being planned will be prepared and made available to the public.
