Place of Meeting: Council Chambers ROLL CALL: 1- PHASE I11 EXPANSION - ENCINA WALTER POLLUTION CON- - TROL FACILITY. I The Public Works Administrator introduced Mr. Eric Mische, representative of Brown and Caldwell, who reviewed various methods of up-grading the Encina Facility to meet the requirements of State and Federal laws. He stated that Federal Funds avail- able for the project would cover 75% of the costs of expansion, and State Funds 12%. The balance would be bonded by the local member agencies. A question and answer period followed Mr. Mische's presentation. The City Manager stated that severa more sessions would be necessary to determine ca- pacity, funding, time of funding, and other issues requiring Council action. I ~ Mr. Mische stated that Vista, as the lead agency in the application, will hold a public hearing on May 7th on the Environmental Impact Report and urged attendance of all interested parties. A complete transcript of the meeting will be forwar to the State. dd 1 RECESS: Mayor Frazee called a recess at 8:45 and the meeting reconvened at 9:00 p.m. with all four Council members present. 2- DISCUSSION OF ELECTED MAYOR. A general discussion on the desirability of return ing to Council selection of mayor was held. Also considered was reducing the term of office to two years. t The City Attorney informed the Council that there is no legal means at this time to reverse the elected mayor process. The options are: 1) request the League of California Cities to sponsor legis- lation which would allow a reversal of the electi process, or, 2) request an opinion from the State Attorney General as to a reversal process. I n No action was taken. I I 3- WORK SESSIONS. The Council discussed the purpose of the work sessions. Cmn. Chase expressed a desire to utili some of the adjourned meetings to brain-storming sessions. 4- CPO REPRESENTATIVE. By minute motion, the Council authorized payment to the City's CPO representative for three meet- ings for the month of March.
