BRIEFING BY DEPARTMENT HEAD - Building Department - Dick Osburn, Director. The City Manager stated he will be requesting Department Heads to provide a report which covers the function of their department to keep the Council informed. He stated it is his de- sire that these reports be given at Council workshop sessions and at this time a brief re- port would be given by the Director of Building and Housing, Dick Osburn. The Director of Building and Housing referred to a memorandum addressed to the City Council dated August 26, 1975. He reviewed and reporte on the following functions of the Building De- partment: Duties, State Mandates, Field In- spections, Zoning Enforcement (Complaints and Violations), Code and Code Changes and furnishe data on Building Permit Valuations, Permit Fee Comparison, Demolitions, Daily Field Inspection Complaints and Violations and sign enforcement. C C S The report was concluded by a question and answered period. RECESS: Hayor. Frazee called for a brief recess at 8:05 P.M. a'nd the Council reconvened at 8:20 P.M., with all Council members present. (29) 2. CAPITAL IMPROVEMENT PROGRAM. The City Manager introduced the subject of Capi tal Improvement Program and stated that recom- mendations for the Capital Improvement Program were compiled by a committee. He further state in choosing the staff to serve on the committee the attempt was to choose those who would most be involved with the Capital Improvement Progra The Committee was comprised of Committee Chair- man R'on Beckman, Public Works A'dministrator, Jerry Pieti, Personnel Director, Ed Johnson, Parks and Recreation Director, Don Agatep, Planning Director and Thelma Sowell, Finance Director. Prior to turning the report over to the Chairman of the Capital Improvement Program Committee, the City Manager stated he envisione that the normal process for the Capital Improve ments Program is that it will go to the Plannin Commission for consistency with State Law--and then to the Council. - C Y IT I I !- IC The Committee Chairman gave a lengthy report to in arriving at the recommendations before the Council. It was pointed out that a breakdown of Capital Improvements was made by determining those which were not funded, those which were funded and those recommended for funding from grants and other available sources. Further, attention was called to the rationale that if the Capital Improvements Program is prepared from July through January, it can be included in the annual budget each year. Following questions by the Council, it was the consensus of the Council that the matter of the Capital Improvements Program, be returned to the Council between 30 and 45 days from this date. (81) 3. PURCHASE OF TWO AUTOMOBILES AND ONE PICK- (84) up. The City Manager stated bids were received for the purchase of two vehicles and a compact pick-up truck. The bid opening was held Sep- tern 3, 1975. He.stated if Council action is taken on this matter this date, it will result further reading was waived: VEHICLES. The low bid for the purchase of two vehicles PICKUP TRUCK. The low bid for the compact pickup truck was EX.ECUTIY.E..SESSION: with all Council members present and the Mayor announced Personnel was discussed in Executive Session and no action was taken.
