ROLL CALL:
[92] 1. ENCINA WATER POLLUTION CONTROL FACILITY.
Following a brief report by the Public Works Administrator, he showed a film entitled "Encina Water Pollution Control Facility and Ocean Outfall" which depicted the operation of the water pollution control facility.
At the conclusion of the film, it was pointed out that efforts are being made by the City to present this film to various organizations so that the public may be informed as to the opera tion of the Encina Water Pollution Control Facility and the need for expansion. The film is available through the City of Carlsbad, The Vista Sanitation District and the County of San Diego.
[85] 2. CITY FACILITIES MANAGEMENT PROGRAM (CPO and ~681 City Staff). I
A brief report was given by the City Manager at which time he stated the City Facilities Management Program is a model and it should be remembered that it is a tool which the City could use. He introduced Mr. Jim Verougstraete staff member of CPO who would explain the pro- gram.
Mr. Verougstraete made a presentation using transparencies, one of which was a grid system for the City of Escondido. He stated the Knapps Model was used by CPO as a basis for this model and was obtained from the ;Department of Defense He further stated that the purpose of this tool is to allow local government to better deter- mine the growth pattern and service needs of their particular community and the information which would be contained in the study would have almost unlimited use in almost all phases of management planning. After the study is completed, it would contain the most up-to-date information and that information would be avail able through a computer in approximately 30 seconds at a cost of $1.50.
The City Manager stated the City is now engaged in assisting CPO with this study by providing pertinent data and is now seeking direction from the Council as to whether or not the Coun- cil wishes the staff to continue in this manner By unanimous consent, the Council agreed that the City Facilities Management Program Study be completed.

[1131 3. PLANNED COMMUNITY ORDINANCE REVISION (Con- tinued Item).- (PUD Ordinance).
Discussion was held regarding the proposed Planr ed Community Ordinance Revision and the questio of the Planned Community process which would involve three levels of discreation; the staff, the Planning Commission and the City Council, was raised as it had been at a previous meeting It was the concensus of the Council that prior to any further discussion on this matter that a workshop session be held on the PlannedCommuni ty Ordinance Revision to which local developers who have had experience with the existing Plann ed Community Ordinace, residents of Planned Community developments and any other interested person are to be invited. The Council stated they wished to have those persons present to allow them to express their opinion and share their views regarding any problems which may occur with the proposed revision.
The Assistant Planning Director reviewed the highlights of the proposed PUD (Planned Unit Development) which would delve into the Planned Community zone and all other zones in the City. It was pointed out that the PUD Ordinance has been staffed and reviewed by the Planning Com- mission.
It was understood that further discussion of the PUD would occur at the workshop session on the Planned Community Ordinance Revision.
COUNCIL COMMITTEE REPCRTS:
[28] Bicentennial - 4th of July Fireworks. Council- woman Casler reported on this matter. Follow- ing discussion, the City Manager was instructed to determine if the fireworks would conflict with another organization who might be planning the same event; inform the Council how the fireworks will be funded and further, determine a definite amount of money to be contributed to the fireworks display.
