Place of Meeting: Council Chambers 63 ROLL CALL: X Present [70] 1. BATIQUITOS LAGOON REGIONAL PARK PRESENTATION c871 Mr. Jon Ortgiesen, San Diego County Parks and Recreation Department Project Manager for the Batiquitos Lagoon project, made a slide presen- tation of the proposed development of an approx- imately 1600 acre regional park. It was pointed out that of the area of facilities on the North Shore, all but approximately 150 acres is in the City of Car'lsbad. Concern was also expressed regarding the proposal's effect upon the City's General Plan in that area. Staff was directed to advise the County Board of Motion Supervisors that the Council views with favor Ayes X the general concept of the proposed Regional Park and urges that their staff be directed to work in close cooperation with this City on development plans. In closing, it was noted that the proposal will be presented to the Board of Supervisors during the last week in April or first week in May. [37] TEST OF VOTING MACHINE The Council briefly tested the new voting machine apparatus. RECESS: The Mayor called for a recess at 8:05 P.M., and the Council reconvened at 8:18 P.M. , with all Council members present. [37] DISCUSSION OF AGENDA FOR APRIL 20, 1976 Discussion was held concerning the amount of time needed to complete the regular business and public hearings scheduled for the April 20 meeting. After much discussion, it was agreed that the Agenda would be followed, and Staff be instructed to notify the applicants on other matters that it is anticipated that the amount of time needed for the San Diego Gas ti Electric Company Specific Plan Amendment and EIR hearing will preclude consideration of their items on April 20, and it is the Council's intention to consider those items at an Adjourned Regular Meeting on April 27, 1976. [29] 2. CAPITAL IMPROVEMENT BUDGET. Mr. Ron Beckman, Public Works Administrator, noted that the Council was given amended pages to the Proposed Capital Improvement -Projects package which added additional projects (pri- marily those funded by private funds and Water Capital funds), and clarified sources of fundin! and yearly figures for those projects funded over several years. Discussion followed concerning priorities for specific projects as well as methods of review- ing the proposed projects. I xx X xx 4 - B I) CITY OF CARLSBAD -2- April 13, 1976 [lo21 Councilwoman Casler requested she be given traf- fic accident information for the intersection of Elm Avenue and Carlsbad Boulevard, including turning and travel directions of vehicles involved. It was noted that HCD funds have been designated for Chase Field, Sidewalks and Harding Community Center, and that except for some of the park development funds, the money is already encum- bered for this fiscal year, although it has not been available and will be used next year. Mr. Bussey stated that the priority list will be revised to show that these projects are funded. Councilwoman Casler raised the matter of a painted bicycle lane designation along the west side of Carlsbad Boulevard. It was pointed out that several drawbacks exist, such as State land ownership, the existing bridge, etc., which pre- clude a lane north of the bridge, but that in talks with the State, staff has tried to keep open the option of a bike route at the base of the bluff , and a lane along Carlsbad Boulevard is a possibility from the bridge southward to Batiquitos Lagoon. Councilman Packard indicated his support of a bike lane along this scenic route. The Council expressed concern with regard to future land acquisition for expansion of the Civic Center, as well as the need for lead time for a new Fire Station No. 2. [45] The Council requested the staff to check the future street improvement agreements on file to determine which collector streets might be improved. The Council approved the 1976-77 portion of the Capital Improvement Budget as shown on the amended Group I1 proposal with the addition of the following projects: Parks Swimming Pool Magee House Further, the Council requested that staff revis the format of the remainder of the Proposed Capital Improvement Budget in the manner of Group I1 in such a way that the groups of pro- . jects proposed for the various years can be compared. e [70] Councilman Packard requested information rela- tive to the future plans for HUB Park, which Mr. Bussey indicated he would provide. 3. GENERAL COUNCIL DISCUSSION [63] NEWS ARTICLE RE LIBRARY Councilwoman Casler advised,the Council that the Christian Science Monitor is doing an article COUNCILME1 by - Motion Ayes X xxx 4 CITY OF CARLSBAD COUNCILME1 -3- April 13, 1976 6s on unusual libraries which will include ours. The article will be distributed nationwide, and we will be informed of its publication. [74] CITY SAFETY RECORD Councilman Skotnicki commended the staff on its safety record which may result in the City receiving a dividend on its Workman's Compensa- tion Insurance. [28] BICENTENNIAL FIREWORKS D Councilman Packard informed the Council that a contract has been secured for a Bicentennial fireworks display by a regular licensed firm. [28] SWIMMING POOL COMMITTEE Councilman Lewis reported that he and Councilman Skotnicki attended a meeting of the Swimming Pool Committee and a presentation to the Council is planned in the next few weeks. [76] PLANNING COMMISSION VACANCY Mayor Frazee advised the Council of his inten- tion to submit at the next regular meeting the name of Mark Nelson for consideration to fill a vacancy on the Planning Commission.
