Place of Meeting: Council Chambers lrr -" - " ROLL CALL: Vice-Mayor Lewis called the meeting to order and discussion ensued concerning the method by which the Council will review the proposed budget. The Council received a worksheet prepared by the Manager showing a comparison of the 1975-76 Budget and the Preliminary 1976-77 Budget. It was agreed to review the proposals by category, and integrate the additional information from the worksheet where pertinent. 1971 AGENDA BILL #3481 - SUPPLEMENT #4 - PLAZA CAMINO [94] REAL EXPANSION: MARRON ROAD EXTENSION. I The Public Works Administrator reported on the bidding procedure and results for this project, and stated that staff recommends approval of the award by May Company to Sully-Miller Contracting Company. After some discussion concerning the bidding procedure and response to solicitation of alter- nate proposals, a motion was made to approve the award of the contract by May Company to Sully- Miller Contracting Company for construction of the Marron Road extension. [29] BUDGET REVIEW I The City Manager advised that he has prepared a report at the Council's request on the costs of paramedic services. Copies were given each Council member for consideration in connection with the budget review, and the Manager advised that the report will be on the Agenda for the next regular Council meeting. The Manager also advised that should the Council decide to pro- ceed with this program and take the matter to the electorate, it will be necessary for the Council to call for an election during the period August 5 to August 20. At this time Mr. Lewis Chase requested and received permission to address the Council. Mr. Chase requested that in its review of the proposed budget, the Council give consideration to a tax cut. He cited the fact that revenue from sales and use taxes has exceeded the esti- mates in 1973-74 and 1974-75. Mr. Lewis also appealed on behalf of the Little League, Pop Warner Program and others that the Council approve budgeting $30,000 for lighting the Little League field during fiscal year 1976-77. ! The Council commenced its review of the Prelimi- nary Budget, giving consideration to the Revenues and Expenditures portions. Capital Improvements I Discussion was held concerning traffic signals, Chase Field lighting, and use of park-in-lieu funds. The Manager indicated that a proposed budget for park-in-lieu funds will be presented next week. Presen Absent Motion Ayes XI * CITY OF CARLSBAD COUNCILME -2- June 8, 1976 //2 The Children's Library was also discussed at Motion length, after which it was agreed that approval Ayes of the Capital Improvements portion of the budget be delayed until the Council has completed its review of the departmental budgets. The following departmental budgets were passed for discussion purposes: City Council City Manager City Clerk General Administration City Attorney The City Manager clarified that all salary adjustments are due to salary step increases or reclassification adjustments, and that no changes are shown based on the current negotia- tions. Finance City Treasurer The salary of the City Treasurer was discussed, and due to the fact that the City Treasurer's office is elective, the Manager suggested that perhaps the Council individually may wish to discuss this matter with the City Treasurer. The City Manager also pointed out that several departments have CETA program employees, and when this program is phased out in December, the City will have to take a look at the per- sonnel needed in these various departments. Purchasing Personnel - Senior Citizens The City Manager advised that he had taken out of the budget the funds for building rental, and that after reconsideration, he feels that $2,000 should be placed in the budget for rental purposes until such time as the Harding Street property is available for use. The Council concurred. The Manager also requested the Council's decision on a $750 budget item for petrdleum products used for transportation of senior citizens to the doctor and to Senior Citizens functions. The Council determined the $750 should be included in the budget and indicated that there should be guidelines for this activity. Addition of the above two budget items revised the total Senior Citizens budget to $14,161.00. 8 0 % CITY OF CARLSBAD COUNCILME -3- 2-1 c June 8, 1976 M WiEI 113 Non-Departmental Civil Defense Building - Police Department Discussion was held concerning the CETA positions and the recommendation that one of these posi- tions be made a regular budgeted position (Patrolman), and that two Burglary Division positions be made regular budgeted positions. Inasmuch as the Council had questions regarding the Police Department budget and Chief Kuntz was not available, it was agreed that further review be deferred until Chief Kuntz is present. Fire Department Public Works Administration Utilities Maintenance Director Engineering The City Manager advised the Council that he feels the need for another Engineering position is borderline at this time, and should be looked at closely if greater efforts are expected on engineering projects. Streets The Manager noted there is a second green sheet in the budget regarding the repair of curbs, sidewalks, and streets throughout the City. The Manager pointed out that in some cities the property owner is required to make such repairs, but that the budget recommendation anticipated that the City make repairs since the majority of them were the result of damage by street trees. Under the proposed budget recommendation, it is anticipated that City crews will do the majority of the work of breaking up and removing the con- crete and that replacement will be contracted out. It is estimated that the program will cost approximately $100,000.00. It was the consensus of the Council that the City should undertake the responsibility for such repairs. The justification and work scheduling for an additional Motor Sweeper Operator was also discussed. [78] Vice-Mayor Lewis introduced the subject of drinking on the beach as he has received several calls on the subject. Discussion followed during which the City Manager indicated that staff intends to report to the Council on this matter.
