Place of Meeting: Council Chambers /2 6 ROLL CALL: : X Present Absent The Mayor called an Executive Session at the request of the City Manager on the salary wage negotiations at 5:03 P.M. Councilman Packard arrived at 5:12 P.M. and entered the Executive Session. The Council reconvened at 6:OO P.M., with all Council Members present, and it was noted that the Executive Session concerned the salary wage negotiations. [29] BUDGET REVIEW The Council's previous review and actions on the Preliminary Budget were recapitulated, after which the following portions of the Budget were considered: Police Department. The Council was given copies of a memorandum dated June 21, 1976 concerning Personnel Services. Councilwoman Casler raised the matter of a possi- ble beach patrol during the summer months. The City Manager indicated that a report on this subject will be forthcoming. Mechanical Maintenance. Waste Collection. General Government Buildings. Gas Tax. Planning. Parks. A memorandum dated June 17, 1976, con- cerning a request for an additional Park Care- taker position was presented to the Council. Recreation. Library. The City Manager distributed a memo- randum dated June 22, 1976, containing recom- mendations for deletions in the Library budget. After some discussion, the matter was deferred to allow the Council and the Library Board of Trustees to review the recommendations. The Manager also distributed comparative state- ments of funds dated June 21, 1976, which were prepared at the Council's request for considera- tion to replace the present material in the Introductory section of the Budget. The Manager advised the Council of 1974 Federal Legislation (Fair Labor Standards Act) which has been stayed by the Supreme Court, and which will require payment of $54,000 in back overtime for Fire Department employees should the Supreme Court find the Act constitutional and make it retroactive to its adoption. hcJ %, y 21 7c $ rr KX F' CITY OF CARLSBAD COUNCILME -2- 17 € e '"I VI, June 22, 1976 102 7 c1 r ADJOURNMENT: The meeting was adjourned by proper motion at 8:28 P.M. to Tuesday, June 29, 1976, at 5:OO P.M. in the Council Chambers.
