Place of Meeting: Council Chambers /42 ROLL CALL: -- Presen :29] BUDGET: The Mayor announced that the overall budget would be reviewed and discussion would be held on the Tax Rate. Discussion of the Capital Improvements Program was initiated by Councilman Skotnicki. . He stated he had compared the Capital Improvement Budget which was reviewed in May or June with the one included in the Budget at this time and there are three items he wish ed the City Manager to .explain: the Civic Center Reserve funding for $10~0,000, the Cannon Park Project funding for $100,000 in park-in-lieu fees and the replacement of existing water lines in the amount of $80,000. He stated it was his intention to call this to the attention of the Council so they. may determine if the Council wishes to include these items in the Budget. An explanation of each of the items was give by the City Manager. It Pro cou was pointed out by the City Manager that under the visions of SB 90, many of the ad valorem funds Id be placed in the General Fund. He distributed a Comparative Statement of Funds, reflecting three - alternatives in which the Council might wish to show funds in the Budget.. Discussion ensued as .to those funds which should be kept separately and it was agreed that Revenue Sharinc Library Bonds, and Park-in-Lieu Funds be separated. The City Manager explained that the Council..would treat all departments the way those departments ara treated in the General Fund portion of the Budget. . Administratively -now, the Council has the option of lumping the Library into the General Fund but it is a Policy Choice. He recommended that the Library Budget be treated i'n that manner and placed in the- General Fund., Further,. he explained that he was not recommending that any budget be changed from what has been proposed, only that the method of keeping tvacE of it is handled differently. It was the concensus of the Council and the recommendation of the City Ma,nager that Transient Occupancy Tax montes be placed in the General Fund also. It was moved that all ad valorem tax funds be com- bined into the General Fund as indicated on Page 2 of the Exhibit attached to the Memorandum dated June 21, 1976 from the Finance Director to the City Mana- ger, and that the City Attorney be directed to pre- pare an Ordinance which would place the Transient Occupancy Taxes in the General Fund. - r I, \ Motiol Ayes The Mayor clarified that this action would leave separate funds for Sanitation, Street Lighting, Sewer Construction, Revenue Sharing, Park-in-Lieu, Library Bonds, Sewer Bonds, Gas Tax and Water Bonds. Councilman Skotnicki raised the issue of a reduction i.n the Tax Rate. He was heard 'at length regarding ' this matter at whi.ch time he recited computations and stated if only $500,000 was allocated for cash reserves instead of a figure much greater, doing somt further figuring., he felt the taxes could be cut to 68.6 and said there is some amount less than the Cas1 Flow Reserve that can cut the Tax Rate.. 2 I 7 xxx .. 3 CITY OF CARLSBAD COUNCILME - B -2- July 13, 1976 Lengthy discussion ensued and varied opinions were given by Members of the Council. The concern of some Members of the Council was that if the Tax Rate was cut, it might reduce the level of service to the community. It was felt that the taxpayer's concern was with the level of service more.than a token reduction in the Tax Rate. Councilman Skot- nicki was heard in rebuttal stating he did not feel the level of service would suffer. The City. Mana- ger commented for the Council's information, that. the Revenue Sharing Funds are based on the City Tal Rate and if the Tax Rate was reduced, there would be a loss in the Revenue Sharing Funds which may not be a great loss; probably $15,000 but he did want the Council to be aware of this in their con- sideration of a tax reduction. Further discussion was held and the City Manager was instructed to prepare a report which would show a manner in which the Tax Rate could be cut in increments. Further, it was the concensus of the Council that a Public Hearing be set on the Budget for the July 20, 1976 Council Meeting and agreed that another meeting be held prior to that meeting, to review the City Managerl's report and further discuss the subject of a tax reduction..
