ROLL CALL :
:1001 TAX RATE.
The Mayor announced that the purpose of the meeting was to discuss the tax rate and the City Manager had been instructed previously to prepare a report con- taining a list of possible ways in which the'Tax Rate might be reduced.
The City Manager reported that fol.lowing the City Council's request that he make recommendations as to how an estimated Tax Rate reduction of from $0.01 to $0.10 could be accomplished, he had prepared a written list in his memorandum'dated July 15, 1976, which, .in his judgment could accomplish a possible tax reduc- tion. He further stated that the choice of budget adjustments to accomplish a reduction is a matter of Policy.. In conclusion, the City Manager stated the list, as submitted, is a recommendation in order of a suggested priority but if the Council begins to cut them, he may wish to change one or two of them in the order of priority.
A review of each of the following items was given by the City Manager who explained why each item was listed and how reduction of the budgeted amount could be accomplished:

The City Manager stated the total amount proposed which could be reduced is $160,410 and is equivalent to 10.3t on the Tax Rate. Regarding the Library Assistant position, the City Manager stated he would change that position to one of the clerical positions rather than the Library Assistant, even though the amount is slightly less, and move it in order of pri- ori:ty below the General Fund Balance or Land and Building Reserve. Further, the Fire Department is short one man on a shift and if it is the Counci1"s desire, that position could be left unfilled since the Fire Department has been operating with one man. less.

Lengthy discussion was held and each Council mem- ber expressed his views and concerns with regard to the items listed by the City Manager.
Councilman Skotnicki spoke at length regarding a tax cut and stated he would be happy to discuss a tax cut of more than 106. He stated the suggest ed list is not accomplishing what could be accomplished and that it was his feeling that in order to offer a substantial tax reduction, the money must be taken out of the Operating Budget.
Brief discussion was. held regarding the Paramedic Program and whether or not a decision had been made as to it being placed on the November Ballot Councilman Skotnicki stated it was his understand
ing that he and Councilman Packard were going to conduct a survey regarding this matter. Comments were made by the City Manager and Councilwoman Casler stated if the Paramedic Program were place on the Ballot, she would not want the tax rate changed.

The subj.ect of the suggested 'list of items proposed for accomplishing a tax rate reduction resumed and the following motions were made:
It was moved that the tax rate remain as it is at $1.93. The motion died for lack of a second.
A motion was made that the tax rate be reduced lo$. The motion died for lack of a second.
It was moved that the tax rate be reduced 4$ and that that 46 reduction be accomplished by cutting the suggested amount from the first six items from the City Managerl's suggested list which wouk include the item under Account #18-145, and that the remaining items be left in. The motion was: seconded by Mayor Frazee.

A motion was made that the tax rate be reduced 86 and the motion died for lack of a second.
It was moved that the tax rate be reduced 76 and the motion died for lack of a second.
A final motion was made that the tax rate be re- duced 3$ to be accomplished by cutting the items on the suggested list to include all items to and
including the fi.rst item under Ac.cownt #1-128. The motion was seconded by Councilman Packard.
A written communication was submitted by the ye- porter from the Blade Tribune, The Council. a,c- knowledge the communication and no action was taken,
