Date of Meeting: September 14, 1976 a Time of Meeting: 7:OO P.M. Joint Meeting of Carlsbad City Council and Planning Commission + ROLL CALL: Members of the Planning Commission present were: Commissioners L'Heureux, Jose', Nelson and Larsen. Councilman Packard and Commissioner GIatson arrived at 7:lO P.M. The City Manager gave an introduction regarding an offer of dedication from W. D. Cannon. He stated the p'arcel of land encompassed approximately 6.7 acres, almost half of which contained a lake. He further noted that a previous offer' of dedication had b'een made by Mr. Cannon which contained a,num- tjer of conditions. However, at this time, Mr. Cannon has submitted the offer with no deed res- trictions other than current taxes and assessments though he had expressed his desire that the land be used for public purposes. The City Planager then noted that the lake might'pose a drainage problem and that the City Engineer, Mr. Tim Flanagag, would give a report as to the possible solutions for the problem of drainage: ' I Councilman Packard and Commissioner Watson arrived at 7:lO P.M, I The City Engineer, Tim Fl.anagan, gave a staff report with the aid of a map of the subject area noting the drainage problem, and ind.icated several possible solutions, which he illustrated on the blackboard. General discussion ensue-d relative to whether the pr'operty would be considered an asset to the City. Also discussed were po.ssible uses of the land and' whether it could be used "as is" with the lake, or whether the lake would need to be drained. It was moved that the Council refer the matter to the Planning Commissi.on for a General Plan con- sistency report and to the City Attorney for pre- paration of the necessary documents. It was moved that i'f the property were to be accepted, it be named Cannon Park. However, fol- lowing discussion noting that it-was not possible to ascertain at this time the actual use of the' property, and there was already a Cannon Park, th motion was withdrawn. e Motion Ayes Noes Motion The City Manager stated.that a.Title Report would be obtained on the property. I E761 2. GENERAL 'DISCUSSION WITH PLANNING. COMMISSION The City Manager.stated that the Plann'ing Com- mission felt it would be beneficial to obtain direction from Council to assist them in deter-, mining priority status of items in their.work schedule. t; a - @ Y D CITY OF \ -2- September 14, 1976 The Chairman of the Planning Commission gave a~ brief report reiterating the need for Council's assistance in determining priority,'items, further clarifying that they were not asking for a numeri- cal list. .. The first item to be discussed was the matter of making zoning density consistent with the General Plan; The Planning Director, Don Agatep, reported on this item, noting the various steps necessary to obtain c,onsistency with the General Plan and reporting on the current status. During the lengthy discussion on this matter, it was further noted that it would take one to one and a half staff persons pet- year to do the Genera Plan consistency project. Also to be considered was the factor of being consistent with the Coastal Plan., Commissioner Watson was excused from the meeting at 8:12 P.M. RECESS: .Mayor Frazee called for a recess at 8:25 P.M., and the Council reconvened at 8:40 P.M. with four Council members present. The' meeting continued with the various items on th Planning Commission Work Program being discussed, with particular emphasis placed on the Agua Hedionda Lagoon Specific Plan. Other items noted were the grading and landscaping standards and open area maintenance, drive-in, drive-through standards and CUP .requirements. The Planning Commission Chairman noted that they were having problems on the Agua' Hedionda Lagoon Specific Plan due to some apparen-t misunderstand- ing as to the function of the Planning Commission. It was noted that clarification was needed with regard to the relationship from Staff to Commissio to Council, and it would be beneficial to hold joint meetings perhaps on a quarterly basis.
