Speed .Zones. The City Manager stated that some concerns had been expressed by the Council regarding the enforcement of speed on certain streets. He stated Nr. Manny Puentes who is on the Traffic Safety Committee and is employed by the Automobile Club of Southern California was,invited to make a presentation and expl.ain the approaches to traffic enforcement recommend ed by the Automobile Club.

Mr. Puentes explained that traffic enforcement is a social behavioral problem and that in order to e.nforce speeds in the communities, certain evidence must be provided to insure that the, speeds posted are reasonable. He explained the court view of "speed traps" and the term "prima facia" speed. Mr. Puentes also review.ed the necessary steps for an enforcing agency to take prior to posting speed signs and how traffic studieseffect the enforcing agency in court cases where speed violations have been committed.
The Traffic Safety Engineer presented some of the traffic surveys which'have been taken in sample areas of the City andlthese traffic studies were discussed by the Council. The City Manager stated radar would be used in con- ducting the traffic studies and stated City. vehicles would be used rather than police patrol vehicl es.
Lengthy discussion was held and a number of questions were asked by the. Council regarding. the procedure of the traffic study and what facts would necessarily be included in a traffic study. The Traffic Safety. Engineer explained the term 85th percentile wh.ich.the Council had asked to be clarified in connection .with a traffic survey; The City Manager expressed his .concerns with regard to ligit'imate complaints.
-z In conclusion, the City Manager stated he felt
it was a staff responsibility to assist the Council in understanding the speed zones througt out the City and the conducting of traffic engineering surveys as they relate to traffic enforcement.
RECESS:
A recess was called by Mayor Frazee at 8:15 P.M and the Council reconvened at 8:25 P.M., with three Council Members present.

p.31 Employment Act of 1976 and stated it would only be a briefing for the Council and the subject would again be presented to them for action at the October 5th Council meeting.

The City Engineer explained that the P.ublic Employee. Act of 1976 was initiated to create jobs as quickly as possible .and reviewed the requirements for applying for a federal grant. He stated this subject was presented so that the Council could consider possible projects which would be eligible under the grant, prior to any action taken at the October 5, 1976 Council Meeting.
Discussion was.held by the Council and questions answered by the- City Engineer. The City Flana- ger stated the staff, at the October 5, 19.76 Council meeting will be seeking the types of projects desired by the Council for possible acceptance to' obtain Grant funds under the Public Employment Act of 1976. I

The City Nanager explained the reason he felt this matter should be placed on the agenda for a workshop meeting with the Council and further stated that with the resignation of Mr. Agatep, the Planning Director, consideration should be made regarding reorganization of the Planning Department. He stated it was his .hope that the entire Council would be present to express their views. ..
Following brief discussion of this matter, it was felt by members of the Council -present, that a full Council should be present prior to any further discussion of Planning Departmnet Reorganization.
r: 681 League Session on Legislative Implementatiol Mayor Frazee reported on a s.ession he attended regarding new legislation and reviewed the following items: Redevelopment, Emergency . Telephone Number, Subdivision Map Act, Legis- lation on Indian Burial, Fair Political Prac- tice Commission, Access to Criminal Records, Police.Officer's Bill of Rights, and Massage .Par1 ors.
