Place of Meeting: Council Chambers ROLL CALL: [851 Citizen's Opinion Poll. Councilman Packard stated that it is the desire of the Committee who have been preparing the pre- liminaries for the citizen's 'opinion poll to ob- tain approval from the Council of the format of the poll. He stated this will amount to a randon sampling of registered voters on three items in the community: 1) Addition to the Chi1dren"s Library 2) Paramedic Service for Carlsbad and 3) Dr.inking on the Beach. The Library Board has had an opportunity to rev-iew the wording re- garding the proposed Children's Library and have requested consideration of the addition of three statements in writing. I 1 Councilman Skotnicki stated he had just read the request of the Library Board of Trustees and5 could agree to Item #1 but objected to Item #2 and felt Item #3 of the Memorandum was biased. Discussion ensued and it was moved that the Coun- cil approve the cover letter, the fact sheet and the survey card in its present form and that con- sideration be given the Library Board comments. - PUBLIC HEARING: Mayor Frazee announced since this matter involves San Diego Gas. & Electric Company holdings, he would abstain from discussion and relinquish the Chair to Vice-Mayor Lewis. D 131 c701 The Planning Director gave a lengthy report on the contents of the Agua Hedionda Specific Plan stating the major areas of discussion were: Biology,' Circulation, Land Use and Design Review. Reference was made to aerial photos and Wall Ex- hibits which were displayed. The major policy issues reviewed by the Planning Director were: Cannon Road-North Shore Circulation, Wildlife Preserve (Kelly Property), Community Park (SDG&E Property), SDG&E Holdings (East of I-5), Pannonia property, and Future Acquisitions. The Planning Director concluded his report with staff re- commendations. MR. DAN GORFAIN, Chief Planner and Executive Dit- ector of the Regional Coastal Commission, explained the process under the n'ew Coastal Plan, and re- ~ ~ ferred to the concerns expressed by the Coastal i Commission staff in their letter dated October I 20, 1976. 1 Mr. Gorfain and Planning Director Agatep answered questions by the Council. MR. JIM FEDDERHART, Regional Manager of A.M. Voorheis, in San Diego, Engineer and Consultant on the Specific Plan, addressed the issue of Circu.lation. WNCObMEN Presen Motion Ayes CITY OF CARLS -2- RECESS: Vice-Mayor Lewis called for a recess at 10:47 A.M. and the Council reconvened at 11:OO A.M., with four Council Members present. Vice-Mayor Lewis announced it was the concensus of the Council that the meeting be ad.journed at 12:OO Noon and that the Public Hearing be con- tinued to November 13, 1976. Due to the fact there were a number of persons in the audience concerned with the traffic impact of the pro- ject, particularly the Highland-Hillside area, it was requested that those who wished to speak confine their comments to the circulation por- tion as it relates to the Specific Plan. The Public Hearing was opened at 11:OZ A.M. and the following persons expressed their individual concerns which were: possible increased traffic of an additional 11,000 vehicles per day on Highland, devaluation of property as a result of the suggested widening of Highland, inadequat parking on Highland if widened and lack of bicyc paths, the ecological impact, and the safety of children. RON CLARK, 4248 Park Dr., BETTY ANN JACK, 1732 Rogue Isle Court, HERBERT BOOM, 3926 Highland Dr., BRUCE BUCKNER, 4880 Hillside Dr., LOU RASH, 4156 Highland Dr., GEORGE FLANDERS, 2168 Chestnut Ave., RONALD SUSKI, 1729 Hillside Dr., BONNIE THOMPSON, 3895 Highland Dr., MARSHA SONNEMAN, 1734- Rogue Isle Court, DICK THOMPSON, 3895 Highland Dr., TED REES, 4021 Highland Dr., and ROBERT MORRISON, 3891 Highland Dr. Suggestions made by those who spoke were: Cannon Road should be extended, the traffic study should be broadened beyond Highland Dr. and Hill.side, bicycle paths should be included in the Plan, that neither Highland Dr. or Hill- side should be widened to four lanes, considera- tion should be given the widening of Tamarack Ave. from the beach to 1-5, the traffic circu- lation should be based on the potential growth rather than on the present growth trend, con- sideration should be given designating Highland Dr. as a one-way street and perhaps James Dr. as a one-way street in the opposite direction and that traffic signs should be placed at the intersection of Hillside Dr. and Park Dr. An additional alternative suggested was the improve ment of Adams St. in order to take the traffic off the Hillside-Highland area. Vice-Mayor Lewis noting that no one else wished to be heard at this time, stated that the Public ADJOURNMENT: By proper motion, the meeting was adjourned at 12:OO Noon to Tuesday, November 9, 1976, at 7:OO P.M. in the Council Chambers and it was announced at that time, the Council will con- tinue the Public Hearing on the Agua Hedionda I Hearilsig would be continued. ~ ~~~~~~~~ CITY OF CARLSBAD - cCNNCILMEN -3- Specific Plan to Saturday, November 13, 1976, at 9:00 A.M. in the Council Chambers.
