PUBLIC HEARING CONTINUED AGENDA BILL #3528 - Supplement #5 - AGUA HEDIONDA SPECIFIC PLAN. The City Manager noted that the Planning Direc- tor was unable to attend this meeting, but that Mr. Lawrence Bagley, the Project Director for the City, was present to report to Council and respond to questions. Mr. Bagley began his presentation by recapping briefly the meeting of November 6, 1976. He stated that during that presentation, it had been implied several times-that the Plan itself is creating an increased population pressure increasing the traffic. He then stated he would like to point out that the preparation of the Plan as measured against the General Plan density right now actually decreases the poten- tial population build-up in that area by at least 25%. The 25% reduction is a result of approximately 70 acres being removed from Medium-High Density Zone; corrider provision which will reduce the full utilization of much of the land; additional setback provisions along the lagoon which reduce the potential use of the land, and an additional limitation imposed if the Desipn Review pro- cedure is adopted. In response to the questions raised relative to the traffic issue at the last hearing, Mr. condition, which was the construction of four 1. CITY OF CARLSBAD -2- November 13 1976 Mr. Bagley concluded his recap by stating that it has been staff's position pretty consistently that Cannon Road eventually as a major collector is a necessary, vital part of the street system in the City of Carlsbad. He noted that the next item for consideration was the Wildlife Preservation Area, which had been given a great deal of consideration. He stated that the Coastal Staff feels all of the wetland area should be considered for preserva- tion, with the only adequate means being by a public agency. He then stated that Mr. Royce Rigaan, who had not arrived as yet, had a furthr report for Council and requested this particular item be deferred until Mr. Riggan's arrival. : Mr. Bill Dumka, Rick Engineering, gave a report on the next item to be considered, Design Revie He stated that the objective is to create a device for specific implementation for this Plan. He continued that it creates a long-term device for additional public input into the specific development of the property, establish- es guidelines and criteria. He further noted that it would create the need for an Advisory Review Board, which would consist of five design specialists. Mr. Dumka stated that the guide- lines would complement the current zoning ordinance. It was noted that the Design Review would cover three areas: 1. Design controls that would establish crite for architectural design. 2. Nature aspect whereas existinu views would be preserved. 3. To.permit continuous public access. He then continued with a detailed explanation o the wall map which outlined Pedestrian and Bike access. Vice-Mayor Lewis expressed concern and requeste consideration of eliminating all possible types of private docks so as to prevent possible problems for future Councils. Mr. Jerry Rombotis, 3505 Charter Oak Dr. , was recognized by Council and spoke in favor of the Plan noting that the property owners were com- bining their efforts. Mr. Paul Ecke representing Ecke Property, was recognized by Council and noted that the group he represented could live up to the require- ments, and expressed his desire that the Plan be approved. COUNCILMEN 3 6 CITY 0% CARLSBAD A -5- November 13, 1976 Mr. Bagley then noted that Mr. Royce Riqqan had arrived and would aive a further presentation on the Wildlife Preservation Area. Mr. Riggan with RECON, the Environmental Consulting Group of Rick Engineering in San Diego, qave his report about the various types of wildlife and vegeta- tion that exist in the lagoon area. He further pointed out that the natural tidal flow keeps the lagoon flushed out, so if the Specific Plan were put into effect, the effect on the lagoon would be minimal. Mr. Riguan then responded to various questions presented by Council. RECESS: Vice-Mayor Lewis called for a recess at 10:35 A.M. and the Council reconvened at 10:49 A.M., with four Council members present. Vice-Mayor Lewis requested that items discussed during the Public Hearing should pertain to matters which had been presented at this parti- cular meeting. He then opened the Public Hearin at 10:51 A.M. Mr. George Flanders, 1068 Chestnut, expressed hi desire that the Wildlife area be designed to its largest extent. He also expressed concern for adequate parking, optimum use of the laqoon, safety and noise factors, and the need for con- structing the entire bike Path at one time. Mr. Lew Pritten, 330 Chinquapin, spoke with regard to the designated land use, and what he felt were conflicting statements in the EIR Report. Mr. Mike Dudley, of San Diego Gas & Electric Co. expressed the opinion that the General Plan Amendment and the Specific Plan should be approved. However, he questioned the Public Utility area subject to future Specific Plan, and his understanding that it was to extend to Cannon Road. Mr. Lou Rash, 4156 Highland Dr., requested that Mr. Bauley repeat his opening recap of the pre- vious meeting with regard to circulation and traffic. Mr. Bagley responded to the request. Mr. Rash then expressed his views favoring the use of Adams St. as a primary collector street. Mr. Id. Allan Kelly, 3455 Spanish May, spoke in regard to the inevitable growth of Carlsbad, and his concern that the Specific Plan be handled to allow for the growth. Mr. George Flanders, 2168 Chestnut, expressed his concerns about the density and stated he felt attempting to control density would be disastrous. * cxwNCILMEN 1. Novemb CITY OF CARLS -4- er 13 1976 Mr. Marvin Sippel, 467 El Camino Real, discussed traffic to Cannon Road and noted the preservatio area was dense, therefore there was little to view. Mr. W. Allan Kelly, 3455 Spanish !&Jay, spoke with regard to a suggestion of specific language and noted that it would be almost an impossibility. I Mr. Jerry Rombotis, 3505 Charter Oak Dr., dis- played a map of the current Collins Development in that area, and explained the effects of the requirements of the Design Review on the develop ment. Mr. Ted Rees, 4021 Highland Dr., posed the ques- tion as to whether any thought had been given to buildinq being done on the east side of El Camino Real and the resulting traffic and effect Mr. Jim Fedderhard responded to the question inasmuch as he was in charge of the traffic stud Mr. Lew Pritten, 330 Chinquapin, noted that ther were 60 elements, and questioned whether time permitted a discussion of each element. He further stated he felt a traffic survey should be completed for the whole area before a decisio is reached on anything else. Councilman Packard expressed his feeling of respect for the work in the Plan, noting he felt the general attitude was in favor of the general concept of the Plan with the hope that the pro- blem areas could be resolved. It was the concensus of Council that the item be discussed further. It was moved that the Public Hearing be closed, and to continue the item to November 16, 1976, for future discussion as to appropriate Workshop Session on this matter.
