Brief discussion was held as to'whether or not 'an adjourned Council.meeting sh-ould be held .next week to discuss the R.ffirmative Action Program. It was aqreed th-at thjs meeting'not be adjourned to next week. [37] Public Opinion Poll. A. brief report was aiven that the responses .re-. ceived as of 'ttiis date to the Pu.blic Opinion Poll were 56%. Mayor. Frazee announced the .ite.m scheduled for discussion at this meeting was the 'Agua Hedionda Specific Plan and sPnce it'involved San Diego Gas and Electric holdings, he relinquished the Chair . .. - to the Vice-Mayor: Following discussion, a format for the meeting was established. [113] AGUA HEDIONDA SPEC.IFIC PLAN; I: ,701 CIRCULATION. Cannon Road and Tamarack Avenue. Discussion of Cannon Road Extension was -held by the Council. Councilman Skotnicki expressed his concern that the timi.ng of the extension .of Cannon Road is extremely i.mportant -and should be carefully considered. He stated premature con- struction of this road could cause premature development of the area and distruction of the agricultural preserve. Traffic counts should be conducted on El Camino Real and Tamarack, and the construction of the extension of Cannon Road should be delayed'until such time as Tamarack Avenue reaches full capacity. Consideration was also given to the extension of Cannon Road in connection with HUB Park. Highland DPive and Hillside Drive. It was the concensus of the Council Highland Drive and Hillside Drive should remain a two lane road and noted that eventually it would be necessary to install curb, gutter and sidewalk on both streets. Kelly Drive and Park Drive. Consideration was given to traffic on Park Drive and Kelly Drive and suggestions were offered for alternatives to alleviate traffic from Hill- side and Highland Drives. The possibility of Adams Street bein? improved to divert traffic from the-Highland/Hillside area,'was.. discussed. It was felt if this could be accompl-ished-; it would assist in alleviating traffic.from two lane roads which wou1.d otherwist be used. The po'ssibility of making either High- land Drive or Hillside Drive a,one-way street, and James Drive a one-way street in the opposite direction was cons.idered. During the course of discussi.on -regarding the Circulation portion of the Specific Pl&n, com- : ments we.re made by Mr'. Larry Bagley, Specific Plan Consultant, Mr. Daniel Gorfain, Executive Director of the Coastal Commissidn.and Mr. Ron Beckman, Carlsbad Public Works Administrator. It was agreed that-Cannon Road be extended to El Camino. Real at such time as traffic designatel it a necessity. It was further agreed that the'council ,recommend Highland and Hillside Drives be kept as residen- tial two-lane streets and the staff was directed. to develop alternate plans for Adams and James Drive. .. The staff was also instructed to study the possi bi 1 ity of constructing a road between the salt water and fresh water areas from the north shore possibly Kelly Drive to the future Cannon. Road,. in order to provide easier access to HUB Park and Cannon Road. San Diego Gas & Electric 'Company property - Utility subject to Specific Plan". Discussion ensued regarding the property owned by San Diego Gas & Electric Co. and it was noted San Diego Gas & Electric has requested the City to recognize the P-U Zone, however,.the General Plan calls for the area to be "0pe.n Space". The subject property extends from Cann0.n Road to the Lagoon. . . recommended by Planning Commission as "Public . It was agreed the entire holdings of San Diego Gas & Electric Co. east of 1-5 be retained in the Open Space c.ategory. . Inner Lagoon Densities. It was the concensus of the Council, densities in the RM, RHY, and RH zo.nes should be maintain- ed at a low profile and density ranges should be carefully reviewed on a project by project basis. . Coastal Commission Propo'sal for Park blest of Hoover Street Access. Discussion was he.ld regarding the area from-the Eucalvntus Grpve to Hoover Street and a motion wa made instructing staff, in its final documentatio to extend the.Recreationa1-Commercial 'desia'nation to Hoover Stree't.' The motion failed for lack of a second and a, s,ubsequent motion .was made that th recommendation of. the Planning Commission be accepted on the area west of Hoover Street to the Eucalyptus trees. Pannonia Property. Brief discussion was held and the recommendation contained in the reborts were accepted on the Pannonia Property. Ecke Property on the North Shore of the Outer Lagoon. The recommendation of the Coas.ta1 Commission was consider,ed and it was agreed the Ecke Property, as outlined in the Plan, be accepted with the understanding density ranges will be reviewed at such time as a project is presented. San -Dieqo Gas & Electric ProDerty. Brief discussion was held r.eparding a. small parce of land owned by San Diego Gas & Electric on the far west side of Hoover Street,' designated as "Open Space". Following an explanation of the designation by Dana Heild blhitson, Assistant Planner, no further discussion was held and no action was taken: 1 Boat Docking and Launching. The Council expressed its concern regarding boat docking and launching facilities at .the Lagoon. Comments were made by Mr. Bagley,, Mr. Gorfain and Mr. Jerry R-ombotis, representing the North Shore Property Owners. The Council accepted the recommendations- of the Planning Commission regarding.boat docking and launching at the Lagoon. Maintenance Dredgina of Lagoon. Some discussion was he.ld reaarding bility of the City to maintain the dredging. Concerns were expressed of maintenance dredqina. B Design Review, Design Review and its implementation was given consideration and it was noted the property owners within'the Specific Plan apparently have accepted . desian review as part of the -Specific Plan. ' The staff report regarding Design Review was accepted. RECESS: A recess was called at 1O:lQ P.M. by the Vice-Mayor. The Counci.1 reconvened . with four Council M.embers present, at ..10:22. P.M. : HUB Park. Brief discussion was held regarding 'HUB Park and it was agreed that the City'consider re-negotia- tions with San Diego Gas & Electric 'to change the lack of a majority. The Assistant City Manager stated if re-negotiations were serious, the. City would almost have to begin the entire negotiation with San Diego Gas & Electric over aaain. It was pointed out the boundaries of HUB Park-as they now exist, appeared to be a concern of the Coasta Commisison. Mr. Gorfain quoted a por.tion of the Coastal Commission Plan'Act and stated,it was from the Act that .the Coastal Commissi'on staff expressed its concerns in their report. 'Mr. Allen Kelly, Sr., requested to be heard by the Council and offered a suggestion of alternate land adjacent to the 90 .acres which could be de- veloped as HUB Park. Following brief discussion of Mr. Kelly's proposal, it.was determined this would not be .feasible since the land he proposed is in the County. ' . boundaries of HUB Park. The motion failed'for S 1 Since the motion made to re-negotiate with. San Diego Gas & Electric Company failed, it was the concensus of the Council the recommendation of the Planning Commission be accepted. ' Bike and Pedestrian Accessways. Discussion regarding bike and pedestrian access- ways was held and the Public Works Administrator informed the Counci1,of possible funds which migh .be available for th.e construction of these access ways. Following further discussion, it was moved that the staff prepare a condition in the appropriate portion of the Specific Plan which indicates the City's inte,nt to participate i.n the,construction of Bike Paths and Pedes'trian Accessways, as rapidly as funds become available, from either internal or external sources. Mr. Bagley, Mr. Gorfain and Mr. Royce Ri,ggan, Biologist for RECON, consultant to the property owners, commented on the Wildlife Preserve and the Planning Commission report on Wildlife Pre- serve was accepted.
