Nrs. Yuriel Jardine was mentioned as a possible
nominee. Mr. Chuck Hale spoke from the audience stating that Mrs. Jardine is currently serving on the County's Health Care Advisary Board, and would therefore be ineligible.
The time limitation was briefly discussed and the
. possibility that the appointment nay be delayed. The City Manager stated .he would make inquiries regarding a possible delay the morning of Decem- ber 15, 1376.

Mayor Frazee called an Executive Session at 5:$7 P.M. for the purpose of discussing personnel. The Counci 1 reconvened at 5:27 P.M. with four Council- members present and the Yayor announced

pletion. Those three methods were: Professiona Survey Method, Social Indicators and Public i Questionnaire. Ms. Chappell gave a brief expla- j nation of each, noting that the possibility of
~ using a combination of two methods might feasibl j obtain better results.

Council questions and discussion related t.0 nume ous aspects of the assessment such as cost to date, es.timated cost to complete, types and methods of distribution, duplication and'distri- bution costs and which method for completion would produce the best results in Carlsbad.
The City Manager noted that Ns. Chappell was a CETA Employee with her salary being supplemented through the City Manager's -budget. He stated CETA funds would be available through June of 1977 and it was felt the assessment could be completed by that time.
Council determined they required more facts. and figures before taking action. Staff was directe to prepare a report containing not only cost in- formation, but also recommendations concerning suggested procedures to be followed, along with a work schedule and work program;
