Place of M ' ROLL CALL: Council agreed to reverse the order of Items 2 and 3 on the Agenda. [74] 1. AFFIRMATIVE ACTION REPORT. Mayor Frazee introduced Mr. Donald Yerkes, Chair- man of the Affirmative Action Advisory Committee. Mr. Yerkes recognized Hilda Dra.y and Bernard Schindler, Committee members present. Mr. Yerkes then referred to the Committee's Final Report to Council dated January, 1977, and outlined same. Various concerns were expressed by Council such as: possibility of hiring a minority rather than best qualified, the percentage differential between the metropolitan area versus Carl sbad, recruitment possibilities and possibility of education program preceding hiring. I Current recruitment efforts were questioned so as to assess the report as to future efforts and costs of recruitment. I It was the concensus of Council that the matter be placed on the agenda at a future date for Council action. I. [ill] 3. WATER CONSERVATION PROGRAM. The Utilities/Maintenance Director, Roger Greer, gave a staff report. He reported briefly on the conference he and Councilman Skotnicki attended relating to water conservation. Mr. Greer outlined the Water Conservation Report -dated March 4, 1977. He also displayed various items that can be used in the water closet to conserve water as well as shower attachments that conserve water. The San Diego County Water Authority film titled "Troubled Waters" was shown which depicted water problems in San Diego County and various ways to approach them. It was stressed that some type of program should be established to educate the public on the various methods to conserve water as well as the necessity of same. It was noted that Carlsbad Municipal Water District currently has a Water Conservation Com- mittee, and possibly-the Committee would assist Council in a program to notify the public of the serious problem and ways to conserve. t. \ x CITY OF CARLS cmJNCfLME - c. e March -2- 8. 1977 -- ~ "_~ ~~ ~~ I Mr. Bill Carmichael, of the Carlsbad Municipal Water District Board of Directors, was recognized by Council, and indicated that schools were already being contacted in this regard. Following further discussion, it was the concensus of Council that the matter be placed on the agenda for Council action. RECESS: The Mayor called for a recess at 8:50 P.M. and reconvened at 9:06 P.M. with all Council Members present. SENATE BILL 201 The City Manager stated in regard to a matter questioned by Council at the last meeting, he now had a response. It concerned the School District position on Senate Bill 201, which relates to developers dedicating fees or land for school sites. 'S The Manager informed Council that the information had not been received by the School District in time for action at their last meeting, but they indicated they would support the Bill. Council agreed to support Senate Bill 201 by written communications, and at the Mayor's dis- cretion, attendance at the committee meeting to testify in favor of the Bill by Mayor Frazee and/or the City Attorney. 2. SEWER STUDY. The Public Works Administrator, Ron Beckman, recapped the previous meeting and questions raised by Council. He then referred to his memorandum of March 8, 1977 to the City Manager, which responded to those questions. Council discussed at length the various methods of handling the problem including possible mora- toriums, allocation system, and modification of the current plant. Council questioned the possible cost of modifying the current plant, the possibility of expanding locally, the effect o'f water conservation on the capacity, and the possibility of other JAC agencies reaching their capacity prior to Carlsbad and resulting effects on the Phase III- project. The Mayor read a statement made by the Coastal Commission regarding development of certain properties in the area around Palomar Airport and Car Country. The City Manager indicated from Council's dis- cussion, staff would be able to return with a report containing a more specific plan and alternative for Council discussion, and possible action.
