EXECUTIVE SESSION Mayor Frazee called an Executive Session at 7:06 P.M. for the purpose of discussing wage and negotiations. The Council reconvened at 8:15 P.M. with all Council members present and Mayor announced that wage and negotiations had been discussed. I The City Manager indicated that Lynn Chase has been appointed to the position of Recreation Superintendent. I 2. TRAFFIC SIGNAL POLICY I The City Manager reported briefly on the Traffic 'Signal Policy and requested that the Council, at this time, consider reasons for the need of a policy rather than the method of implementing the policy. The City Engineer, Tim Flanagan, referred to page 9, item numbey 8 of the proposed Policy and asked this item be deleted. Mr. Flanagan then outlined the proposed Policy emphasizing the cost of traffic signals. He indicated that in the past Gas Tax has been the primary means for funding; however, it is no longer sufficient to cover costs of road mainte- nance as well as traffic signals. He further reported on the current number of traffic sig- nals and the estimated number that could be required and their possible cost. Referring to a table in the proposed Policy, he defined the computations used in figuring the trips per acre or trips per unit in order that the .fee would be more equally distributed among q-esidential and non-residential. He indicated that some areas would require fur- ther reports and discussion. These would include: the possibility of dividinc the city. into districts and effect on the i developers who had already deposited cash or bonds for this purpose. Council discussed various areas of the proposed Policy including the possibility of an overlap in the figures of residential and non-residenti possible need for reviewing the policy and for- mula annually, and the ability of the system to fund what it is intended to fund. _Ey Council agreed in general with the basic concept of the Policy. The City Manager indicated staff would take the general concept.: of the system based on the proposed policy and trip generation, prepare an analysis, review figures, deal with more of the specifics, and return to Council with an additional report. COUNCILMEN 5: +# - B I) CITY OF CARLSBAD -2- March 22, 1977 Mayor Frazee questioned if the Population Distribution Forecasts are being scheduled for a meeting in the near future. Staff indicated a meeting with the CPO Staff was being schedule for a workshop session. C79 I 3. APPOINTMENT PROCEDURE - BOARDS, COMMITTEES c 281 AND COMMISSIONS. Councilman Skotnicki reported briefly that only one policy had been prepared for Council's additions or deletions as they desired. Councilman Packard then outlined a variety of methods utilized by various cities in their appointment procedures. He then outlined the proposed policy, as prepared by he and Council- man Skotnicki. Council discussed such areas as: reasons for dismissal, advising dismissed person of such 'reasons, possibility of allowing a person to serve a full term in addition to any partial term they may be appointed to fill , and re- quiring Carlsbad residency for any member. Council returned the matter to staff to deter- mine existence of #any conflicts with codes and legal requirements, and return to Council with a report. Mayor Frazee stated that a privilege of being Mayor is making appointments and having veto power, and basically this policy would take away this privilege. r371 FINANCIAL DISCLOSURE STATEMENTS The City Attorney reminded Council of the Annua Financial Disclosure Statements which are due April 1, 1977. The Acting City Clerk dis- tributed the necessary forms for completion. Dl01 r 281 JOINT CITY-CMWD MEETING '. " Councilman Lewis indicated a report would be forthcoming regarding a meeting between the City and Carlsbad Municipal Water District. MI The City Attorney indicated the Janss Corpora- tion is seeking an Indemnity Claim in the Bristol Cove situation. By proper motion, the meeting was adjourned at 10:13 P.M.
