flr. Jerry Pieti introduced Mr. Guinn Leverett and Mr. Chuck Colby of ACSI.
Mr. Leverett began -the report by briefly out- lining the FCC requirements and regulations for Cable TV. With t.he aid of slides he referenced
. the channels that .would be available to Carlsbad. He stated the completed Benchmark Study deter- mined the feasibility of Cable TV i.n Carlsbad. It further provides a reference .poin€ which may be amended upon Council consideration.of dis- cretionary matters.
* Mr. .Colby then referenced a slide diagram of a
complete TV system and explained the processes and equipment a signal goes through prior to reaching its destination of 'the individual television set.
Mr. Colby stated site determination for the head- in building which received the original signal required consideration of many factors. He then stated the northeast.corner of Evan.s Point
had been selected due to its central location relative to the'enti-rety of Carlsbad', elevation, proximity to residential areas, and easy access for maintenance.
h-. Leverett then outlined the f-inancial aspects regarding Cable TV, -from initial investment to the point when the investment i.s fully recovered. He further reported on the various factors which would affect the time required for investment - recovery.

Mr. Leverett concluded the report by stating s Cab.le TV for Carlsbad is feasible. Further, Council would. need to consider an undergrounding ordinance, rate to be charged., franchise fee as well as other factors. Copies of the report were distributed to the Council and Mr. Leverett responded to Council questions.
Mr. Leverett stated Phase I1 of the report would take approximately four to six weeks, at which time a recommendation would be made as to actual awarding of the franchise.
RECESS: Mayor Frazee called .a recess at 8: 17 P. and Counci 1 reconvened at 8: 35 P.M. with all . Council members present.

4. CAPITAL IMPROVEMENT BUDGET - PRELIMINARY ,
REV EN.
The City Manager gave the staff report on this item. He stated the five-year Capital Improve- ment Budget as proposed needed Council considera tion in many areas, including its relation to the City Budget.
He stated the program as proposed may be somewha ambitious, but suggested Council concentrate on Fiscal Year 1977-1978 and d-etermine if the figures are realistic. The remaining years could then be adjusted as time progresses.
Council questioned .whether the recent Traffic Signal Maintenance Policy as well as the require ments for trunks .and interceptors that were specifically earmarked in the l-.atest Brown and . Caldwell Study had been incorporated into this proposed program.
The City Manager indicated they had not; but staff would check i'nto. the matter and provide for their inclusion.
Council discussion further related to the pro- visions for storm drains, sewer capacity provi- sions, constructing sidewalks, Agua Hedionda Lagoon- Maintenance Plan, adoption of Library Master Plan, expansion of Police and Public Work Departments, and the possibility of moving the item of land acquisition to a higher priority.
It was the concensus of Council that the Capital Improvement Budget be discussed in -detail at a workshop meeting to be held May 31, 197.7.
