ROLL CALL:
The City Attorney reminded Council that their off-year campaign statements are due in July and the appropriate forms are available in the City Clerk's Office.
2. 'PRIMARY BUDGET.'REVIEW.

Mayor Frazee then requested general questions or comments from Council, on the entire budget prior to discussion of individual departments.
Councilman Skotnicki expressed concern that the proposed budget would result in higher taxes but would not increase the level of services to the taxpayers. He also questioned if the budget reflected energy and water conservation. Furthe concerns expressed by Councilman Skotnicki were as follows: amount budgeted for Dues and Sub- scriptions, furniture, increased number of personnel in addition to the hiring- of consul- tants and suggested 1 imiting amounts for travel expenses.
Council also discussed the tax rate in regard to the Library Bonds, what is actually covered by the sewer service charges, funds budgeted for CETA employees and Reserve funds.
Council concurred that following discussion of the individual sections of: the budget, unless specific changes were made, the sections would be tentatively approved.
The following sections were discussed and tentatively approved:

RECESS: Mayor Frazee called a recess at 9:13 P.M. and Council reconvened at 9:28 P.M, with all Council members present.

Fi nance. I The City Manager indicated justification for two additional personnel in. the Finance Department had been omitted. In that the City may be required to take over the entire-administrat4on for the Water Pollu-tion Control Facility, addi- tional personnel would be required to handle the matter.. Further, due to increased billing and uncoll ected bi 11 ing, addi ti onal personnel would be requi red.
It was the concensus of Council that staff do a study and return to Council with a report on the possibility of charging a deposit for water service.
Council tentatively approved the Finance section.
The following sections were discussed and tentatively approved by Council :
City Treasurer Purchasing Personnel I 1. APPOINTMENTS TO LIBRARY BOARD
The list of nominees for appointment to the Libra-y Board of Trustees was requested by Mayor Frazee and read by the Deputy City Clerk as follows:
Councilman Skotnicki nominated Herbert B. Falkenstein and Jeanette K. Smale.
Councilwoman Casler nominated Ben Alice Munn and Tom Hammond.
Councilman Lewis nominated Tom Hammond and Herber; B. Falkenstein.
Councilman Packard Nominated Jason K. Yordp. and Tom Hammond.
Mayor Frazee nominated Ben A1 ic'e Munn and Tom Hammond.
Councilmen Skotnicki, Lewis, Councilwoman Casler and Mayor Frazee indicated their vote was for the people they had nominated. ~
Councilman Packard indicated his.vote would differ from'those he nominated in that he would vote for Ben Alice Munn rather than Jason K. Y ordy .
The results of the tabulation showed Tom' Hammond with Four votes, Ben Alice Munn with three votes and Herbert B. Falkenstein with two! votes for nomination for appointment to the Library Board of Trustees.
