(Adjourned Regular Meeting) Date of Meeting: July 26, 1977 Time of Meeting: 7:OO P.M. ROLL CALL: I 1931 1. AGENDA BILL #5059 - Supplement #3 - SEWER MORATORIUM ORDINANCE. By minute motion, the reading of the text of all Ordinances before the Council at this meeting was waived. The following Ordinance was. given a second reading and adopted: ORDINANCE NO. 8073, AMENDING TITLE 18 OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF CHAPT 18.05 TO IMPOSE A MORATORIUY ON ISSUANCE OF BUILDING PERMITS IN THE CITY OF CARLSBADE TO THE UNAVAILABILITY OF SE!?IER SERVICE SUBJECT TO CERTAIN EXCEPTIONS. Motion - ER Ayes [53] 2. CABLE TELEVISION REPORT I' Mayor Frazee stated requests had been received from members of the public who wished to speak on the matter, and they would be heard from at this t ime . Mr. Henry R. McCarty, Director of Educational Communication Services, Department of Education, San Diego County, 6401 Linda Yista Road, San Diego, California, addressed Council. He dis- tributed a memorandum to Council regarding Educa- tional Cablecasting Service for the City of Carlsbad and briefly outlined same. Dr. Keith Broman of Mira Costa College spoke briefly about the broadcasting of educational programs, and possibility of praducing local educational programs. .. The Consultant, Mr. Guinn Leverett of ACSI, then gave his report with the aid of transparencies. He outlined the recommendations that would be forthcoming to Council in a written report. Mr. Everett stated the recommendations would Community Service, Line Extension Policy, Signal Carriage and Franchise Yanagement. He stated they were recommending awarding the franchise to Daniels Properties and La Costa Cable TV. He further outlined the proposed areas that each would service. Mr. Everett then responded to questions by Council. Mr. Fred .h?orey of La Costa Cable TV then addressed Council statiny! he concurred with the statements of Yr. Everett. He also stated.a line extension policy would'increase the cost of cable television for the majority of the City of Carlsbad. He then responded to questions by Council. . include information on the following areas: Council instructed staff to set the matter of Yotion awarding the franchise for Cable TV to public Ayes hearing at the earliest possible date. X j c 3 i i i i ** i, CITY OF CARLSBAD -2- Ju1.y 26, 1977 Council discussed and tentatively approved the following sections of the budget: Senior Citizens In addition, Councilwoman Casler requested a report on the reasons for the noon school rec- reation programs which are currently being " supervised by City staff. Councilman Skotnicki indicated he would like to see a public address system for Holiday Park added to the budget. Council members present. Council discussed and tentatively approved the Library Section of the Budget with the inclusion of additional funds for the CLSI System rather - than the Book Detection System pending further investigation and report from staff on the CLSI 4. ADDITIONAL BUSINESS west corner of Grand and State Street is for sale and that Council may wish to consider its purchase in connection with redevelopment of the downtown area. F!e further informed Council of the various leases existing on the property and that the asking price is $150,000.00. Following discussion, Council instructed staff to investigate the possibility of purchasing all .. parcels for sale, and to pursue and identify the City's interest for possible negotiations after . further Council consideration. ..
