[63] LIBRARY MASTER PLAN REVISION The City Manager gave a brief background report on the matter. He stated the Master Plan was sub- mitted to Council in 1973 at which time it was adding a Children's Library and questions of priority of the Children's Library with some of the previously proposed branch libraries, Council had discussed 'the possible desirability of up- datinq the Master Plan for the Library. Council then recognized Mrs. Schindler speaking on behalf of the Library Board of Trustees. She stated a1 though the Library Master Plan was never adopted, the Library Board has used it as a policy and guide. Further, many of the recommendations in the Master Plan have been accomplished. She stated the Board is in agreement that the Master Plan be updated, and that the update be accomplish ed by Mr. Holt. Council recognized Mr. Raymond Holt, consultant on the Library Master Plan. He stressed the need for a current Master Plan and outlined data that would besrequired in order to provide same. Council discussed the matter and requested the revision include information relative to whether priority should be placed on a Childre'n's Library or on library branching, as well as a time table in connection with the list of priorities'based on years and populatio:: as well as other variables. Council also suggested considering future site selections on a long range basis, possibility of a geneology facility, two large libraries as opposed to one large and three or four small branches, inclusion of the vacant areas of the City, and the library being adjacent to a school to allow double Council questioned the need for a cultural center adjacent to the library, and expressed the desire to be involved in the revision of the Master Plan. Mr. Holt expressed the desire for continued input' from Council.
