CITY COUNCIL (Adjourned Regular Meeting)
ROLL CALL:
Councilman Lewis arrived at 5:11 P.M.
Councilman Skotnicki indicated if Council had no objections, he had an item that needed discussion prior to continuing with the Agenda items.
SAN DIEGO REGION WATER RECLAMATION AGENCY.
Councilman Skotnicki referenced copies of the proposed 1978-79 Budget for the Agency previously distributed to Council. He stated Carlsbad's assessment would be increasing from $3,600 to $5,400. In this regard it wasn't known whether the increase was based on flow or assessment; however he recommended the amount be accepted and he would bring back the exact computation to Council at the next meeting.
Councilman Skotnicki then indicated the next

25. AGENDA BI'LL #5325 - PONTO YOUTH HOSTEL - c701 RECREATIONAL VEHI.CLE PARK.
The Planning Director gave a staff report on the matter. He outlined his Memorandum to the City
transparency showing the location of the property and a wall exhibit showing the site plan.
Council recognized Mr. Dale Schreiber, who intro- duced Eileen Elliott, 3344 Quimby Street, San Diego, Executive Director of the San Diego Counsel for American Youth Hostels. She explain- ed the purpose of Youth Hostels, methods of 'controlling the facility, and expressed the need for such a facility in the area.
Mr. Dale Schreiber, applicant, then responded to Council questions regarding nearness to the rail- road tracks and noise associated with same, the adequacy of the septic .tanks, number of entrances and exits, and distance from beach accesses.
Council discussed the other non-conforming uses in the area and. the possibility of conditioning this project to insure its expiration concurrent1 with the others in the area. Council expressed concern about possible policing problems, septic tank failure, lack of City control due to lack
of annexation as well as possible effect on the neighboring mobile home park.

necessary prior to processing preannexational zoning and the conditional use permit; and fur- ther, to notify the County that the City does not desire the project processed prior to annexa

ADDITIONAL BUSINESS:
Councilman Packard questioned staff as to the degree of assistance that could be given to citizens in regard to a clean-up from the recent storm. Staff indicated it would' be impossible to assist on private property, but it may be possible to designate an area where citizens could bring the broken limbs, etc., for pickup.
By proper motion, Council continued Agenda Items No. 24, 26, 27, 28, 30, 37 and 38 to the next regular meeting, and ajourned at 6:30 P.M.
