COUNCILME CITY COUNCIL (Adjourned Regular Meeting) ROLL CALL : EXECUTIVE SESSION: Mayor Packard called an Executive Session at 6:06 P.M. for the purpose of discussion litiga- tion. Council reconvened at 6:43 P.M. with four Council members present, and the Mayor announced litigation had been discussed. (29) BUDGET Council discussed various methods by which budge reductions could be approached; and concurred that a budget reduction of one and one-half million dollars would be necessary. Governmental Meetings and Travel Council discussed the matter of governmental meetings and travel, a budgeted item in every department. It was the concensus of Council that the matter be analyzed by staff, and a policy prepared on the matter which would includ a reduction of between 25% and 50%. Dues and Subscriptions Council expressed the desire for a cut in dues ,and subscriptions for all departments, and re- quested an-analysis of the matter as to those received as a result of a subscription, and those which are beneficial to the City. In addition, Council expressed the desire to eliminate membership to the League of National Cities, and to retain membership to the League of California Cities. Vehicles The City Manager stated staff is preparing a report as to the current policy regarding re- placement of all vehicles and possible methods of changing the policy. Training and Education Council expressed a desire for a cut in training and education, and requested a report back as to methods of reduction in this area. Chamber of Commerce Council referenced a letter received from Mr. Bob Ladwig, President of the Chamber of Commerce . which noted the amount of funds previously re- ’” - >quested and offered suggestions for a 33% reduc- tion of the requested funds. - 0 0 i CITY OF CARLSBAD ': , COUNCILME -2- Chamber of Commerce (Cont'd..) Following discussion, it was the concensus of Council that the Chamber's recommended cuts be accepted; however Council may wish to reconsider the matter as budget discussion progress. Building Th'e City Manager stated a large portion of the increase in this department is due to maintenancd of vehicles. In addition, he stated C.ounci1 would be furnished with a report containing a detailed analysis of last year's maintenance costs by department. Council requested an analysis of the justifica- tion for contract salaries and of the clerical positions in the department. RECESS: Mayor Packard called a recess at 8:27 P.M. and Council reconvened at 8:37 P.M. with four Counci- members present. Pol ice Counci'l questioned the need for a Training Officer and requested specifics as to state re- .puirements on the matter. Council discussed recent legislation and its effect on allowing school di.stricts to provide crossing guards. Council requested further information on the ARJIS equipment and need for upgrading the CLETS sys tem. In addition, the City Manager stated a report would be furnished to Council concerning all communications equipment and maintenance of same for each department. I Council concurred that the $5,000 for the pistol range be deleted from the budget. It was the concensus of Council that the boat and lagoon patrol be left in the budget, but that methods of making it self-su.pporting be included in the forthcoming fee study. Council requested a report on providing services and equipment for special events, and the possi- .bility of the City being reimbursed for provid- ing those services. Fire Council discussed several specific items, and expressed the desire for receiving i.nformation relative to justification for the re'quested item:. I- CITY OF CARLSBAD ”. . COUNCILME -3- Pub1 i c Works Council questioned the IBM Mag Card Typewriters. The City Manager stated a report would be fur- nished to Council- regarding their use and cost.
