EXECUTIVE SESSION Mayor Packard called an Executive Session at 6:lO P.M. for the purpose of discussing wages and personnel. Council reconvened at 7:55 P.M. with all Council members present, and the Mayor discussed. .. future meeting due to the length of the Execu- tive Session-. _. matter stating is was his understanding that the RESOLUTION NO. 5600, APPROVING AN AG.REEMENT BETWEEN THE CITY OF CARLSBAD AND THE-CITY OF The Planning Director gave a re,port on the . matter outlining the background of the project and the areas in the proposed "aster Plan where 'staff and the Planning Commission have differing recommendations, as contained on page 35 and 36 of the staff report. He concluded stating all references to a sate1 1 ite. sewage treatment ... plant had.been .deleted from this master plan . amendment. Mr. Michael Zander of the Planning Department continued the st.aff report by referencing a wall map labeled Exhibit E which disp1ay.ed the land use graphic proposed by the applicant, and wall map labeled Exhibit B which displayed the land use graphic proposed by staff. Mr. Zander then explained the zoning of each village as proposed by the applicant on Exhibit E and as suggested by staff on .Exhibit B. ....... ... .., . . I .. ... . He request,ed that additional agriculture areas or open spaces be required be- tween the villages so as to ease the adverse affects on the en.vironment. Mr. Richard Wozniak, 4545 La Portalada Drive,. Carlsbad, addressed Council. Mr. Wozniak request, ed that the sewage treatment plant be located away from existing 'housing. Capt. L. id. Rash, 4156 Highland, Carlsbad-, addressed Council. Capt. Rash requested clarifi- cation as to whether this Plan included siting for a satellite treatment plant. He con-cluded stating he would like to see a decision made on satellite treatment plants prior to approval of t8i.s Master P1 an Amendment. Mr. Robert Montgomery, 3860 'Garfield, Carlsbad., addressed Council. Mr. Montgomery expressed concern about the propos'als for the open.areas with regard to existing animals and vegetation. Mr. Roy Ward, 3088 Pi0 Pico, Carlsbad, addressed Council. in response to Mr. Montgomery. He stat.ed efforts would be made to preserve the open areas in a natural state. In addition, Mr. Ward stated he had developed a substantial amount of data re would be happy to furn.ish a copy'to Council. -. open space maintenance and costs of same, and Mayor Pack.ard stated the public hearing would remain open and the matter continued.to an'other date. In addition, Council agreed that a tour of - the,area would be desirable.. Executive Session:. Council directed the City Attorney to prepare documents for placement on the next agenda which would reflect the salary i-ncreases for the City Manager and the City Attorney, which will . parallel the increases of department heads, as was agreed upon in Executive Session.
