CITY OF CARLSBAD' COUNCILME CITY COUNCIL (Adjourned Regular Meeting) ROLL CALL: Mayor Packard arrived at 4':54 P.M., at which time Vice-Mayor Skotnicki returned the gavel to LAKE CALAVERA HILLS MASTER PLAN The Planning Director gave a brief introduction of the matter pertaining to the reports prepared a,nd furnished to Council re the fiscal impact of the project. He then introduced Mr. Dale Levander of the Levander Company, 336 Tejon Place, Palos Verdes Estates. Mr. Levander gave a report with the aid of transparencies showing the various charts con- tained in the Lake Calavera Hills Cost-Revenue Analysis and the Lake Ca'lavera Hills Cost- Revenue Analysis - Proposition 13 Supplement, and gave a detailed explanation of each. Council discussion related to fixed costs and rate of build-up of the project. In addition, Council di.scussed at length the future necessity for development of a policy pertaining to new construction/developments paying their "fair share'' with regard to public facilities. Mr. Fred Morey, La Costa Land Company, addressed C'i)uncil. Mr. Morey agreed with the need for development of .a policy relating to new develop- ment. In addition, he expressed the feeling that it be accomplished at the earlie.st .possible time and in a manner so as to be .uniform for The Planning Director presented to Council a copy of a Memorandum dated November 16, 1978, re Policy Issues for Lake Calavera Hills Master Plan Amendment. Mr. Michael Zander referenced a .wall map showing the proposed open space areas and explained the difference between the public and private areas. Mr. Ed Hayworth, representing the ap,plicant, addressed Council stating Lake Calavera Hills would assume the costs of all open space areas at this time. In addition, he expressed the need for further discussion re the public and private aspects of open space. Following further discussion, the me.eting was adjourned at 6:45 P.M. to Monday, November 20, 1978, at 3:OO P.M. in the Council Chambers for the purpose of a tour of the project area.
