Council discussed and agreed to follrrw the pro- cedures for goal setting as contained in the Memorandum dated January 23, 1979, from Council- woman Casler and Councilman Skotnicki.
Also discussed was the possibility' of receiving input from a citizens committee on the goals
established by Council.
Following discussion, Council established the following general categories and concerns, to be reworked by the subcommittee and returned to Council for further consideration:
