Mayor Packard announced that Kay Christiansen had requested the opportunity to address
Council prior to their consideration of the Agua Hedionda Local Coastal Program Report.

Council recognized Kay Christiansen, 2802 Carlsbad Boulevard, Carlsbad, who spoke on be- half of the Carlsbad Histori'cal Society. She requested that Council give consideration to moving the Old City Hall to the Magee property, and not destrdying same.
Council requested a report on the matter as to previous discussions and decisions. I

The Planning Director gave a staff report on the matter explaining the nature. of the lagoon area, ecological conditions of the lagoon, and previous actions in progressing to the current status on the matter. In addition, he reference the numerous documents assembled for prepara- tion of the Environme'ntal Impact Report.

Mr. Tom Hageman of the Planning Department, then .continued the staff presentation by showing slides which.displayed various views of the lagoon and surrounding lands.
Mr. Michael Fischer of the State Coastal Commission, then gave a report on the matter refer.encing his letter dated June 12, 1978. Mr. Fischer referenced .an aerial photograph of the lagoon and surrounding lands and explained the Commission's recommendations on the vari.ous areas and the differences from that of the City's recommendations'.
Mayor Packard then opened the public hearing and asked if anyone wished to speak on the matter.
Joan Jackson, 1120 Chinquapin Avenue, Carlsbad, addressed Council on behalf .of the Sierra Club..
blrs. Jackson sp.oke in favor of the State Coastal Commission's conditions.
Mignon Bowen, 2290 Nob Hill Drive, Carlsbad, addressed Council on behalf of the League of Women Voters of San Dieguito who reside in Carlsbad. She presented to- Counci1.a copy of her statement on the matter and read portions of same, which expressed approval of the State Coastal Commission's conditions.
Mr. Joseph Mastriani of Santa Barbara, addressed Council on behalf of the California Coastal Council. He indiated the organization consisted of property owners of coastal property. He spoke in opposition to the conditions. proposed by the State Coastal Commission.

Mr. Paul Ecke, 'Carlsbad, addressed Council re.presenting people along.the north lagoon.. He expressed the desire for the matter to move forward.
.. M.r. Don Agatep, 2.921 Roosevelt Street; Carlsbad, -addressed Council on behalf of- the Agua Hedionda property owners on the north shore. Mr. Agatep spoke in opposition to the conditions proposed by the State Coastal Commission, and requested that consideration be given to Councill's 'original plan as submitted to the Coastal Commission.
Dr. Nino Ferrero, 2030 .Fremont Avenue, South Pasadena, addressed Council. He spoke in opposition to. the conditions proposed by the State Coastal Cammission, and to the placement of'the property line for dedication.

Josef Bauer, 645.McGavran Drive, .Vis'ta, a.hdresse Council. He spoke in opposition to the conditio proposed .by the State Coastal Commi;ssion with regards .to the Pannonia property. 1
Mr.' Bruce Will iams, Land P1 anner for San Diego. Gas & Electric Company, 101 Ash Street, San Diego, addressed Council. He e-xpressed' support for City staff recommendations #13 and #14 and &he feeling that their 45-acre parcel would be -.suitable for commercial recreational facil.ities.
... Mr. Larry Hunts, 501 -Chinquapin, Carl sbad, addressed Council. He .expressed approval of the original Specific Plan as previously-adopted by Council, and e'xpressed 0.ppositio.n to the State Coastal Commission's conditions as they would affect the. Papagayo development.
Mr. Nicholas Banche, 3464 Ridgecrest, 'Carlsbad, Attorney -representing L & R Partnership, addressed Council. He spoke in, opposition to
-. the land use designation for the property as proposed by the State Coastal Commission.
Mr. Allan 0. Kelly, 4675 El Camino, addressed Council in opposition to the conditions.proposed on his property by the State Coastal Commission,
Mayor Packard read a letter received from a .' Council member .in Santa Barbara which urged Council to support .their plan as previously submitted..
Mr. Fischer.again addressed Council .reiterating his desire to work with Council, and urged that they direct staff to work with the State Coastal Commission to reach agreement on the matter.

Since no one'else wished to speak, Mayor Packard closed the public hearing at 9:20 P.M. I
RECESS: Mayor Packard called a recess at 9:20 P.M. and Council reconvened at 9:34 P.M.'with all Council members present. .
