The City Manager gave a brief introduction of the matter outlining previous procedures and indicating once Council is basically satisfied with the ranking order., the ‘items can gradually be built into the Capital Improvement Budget.

Co’uncil discussed those projects listed under General Fund and Federal Revenue Sh’aring at length and r,equested the following:

a report on why a traffic signal at 1-5 and Tamarack is listed under General Fupd and Federal Revenue Sharing and other signals are listed unde Gas Tax and Non-City Sources; and
that Fire Station #5 be lowered on the ranking scale; and
that Childrens tfbrary be changed to read Library Expansion.
Council then discussed those projects listed undet Gas Tax Funds and Non-Ci ty Sources.
Councilwoman Casler stated she had received a letter from David Kulchin, Manager, Industrial Relations, Hughes Aircraft Company, and a phone conversation at which time he had requested his letter be read at the meeting for the record.
Councilwoman Casler read the letter from Mr. Kulchin dated February 12, 1979, in which he expressed the need fo-r a traffic signal at the intersection of Palomar Airport Road and El Cami no Real.
Council t.hen noted that the referenced signal was ranked number 3 on the list under Gas Tax Fund.
Council requested a report on those projects Tisted under Non-City Sources to contain an explanation of the projects and a listing. of the sources which will be furnishing funds.’
In addition, Council requested a report on the projects listed under Sewer Construction Fund and Water Fund. to .contain information as to the purpose and need,for said projects.

RECESS: Mayor Packard calied a recess at 8:31 P.14. and Council reconvened at G:44 P.M. with all Council members present.
[29] 2. Flidyear Financial Reports - Budget.
Following a brief introduction of the matter by t'he City blanager, the Finance Director exp1aine.d and displayed on the blackboard an analysis of City finances. These figures also contai.ned projections of revenues and expenditures for fiscal year 1979-80, excl uding any capital im- pr0vernent.s projects, and reflec.ted an ending balance of $581,483; Therefore, depending on the de'sired ending balance and amount desired for capital improvement projects, Council would need to adjust the Maintenance and Operating budget accordingly.
Mayor Packard expressed the desire for an ending 1979-80 balance of one million dollars.
Councilma'n Skotnicki offered the following suggestions for staff guidance:
1. Suggest confining General Revenue Sharing funds to capital. expenditures.
2. Suggest holding Dhe line on the level of ser- vices and to consider decreasing, or making self-supporting, certain services now being offered free. ..
3. Suggest every effort be made to decrease social services.
4. Suggest setting aside funds in coming budget to pursue the public facilities management progra
5. Suggest pursuing fee structure study to insur the fee structure reflects costs for providing self-supported services. '
Councilman Lewis requested a report as to compari son pay scales for Carlsbad and other cities, to be utilized during labor relations discussions.

The City Manager indicated this item required considerarion if Council desired to call a specia election at their meeting of hlarch 20, 1979. 0

The Utilities/blaintenance Director then gave a staff report outlining the contents of his Memoran-
' dum to the City Manager dated March 8, 1979, re Public Facilities Fee Study. In addition, he distributed a Memorandum received from Dale 14. Levander re Capital Facilities Cost Evaluation.
