Council adopted Resolu- tion No. 5798, amending the Final Operating Budget for Fiscal Year 1978-79. 19. AB #5867. - COUNCIL POLICY #2 - AMENDING MILEAGE PAYMENT. AB #5845 - ENCI.NA WASTEWATER TREAT- (113)MENT FACILITY - PRECISE DEVELOPMENT PLAN. COUNC B CITY OF CARLSBAD .. .. -5- June 5, 1979 1 Staff indicated that reclamation studies are currently being done, and that the City is .doing more than it is required to do in the mi tigation of adverse impacts. 8 Council recognized Mr. Oscar C. Orman, 807 Caminito Rosa, who indicated his opposition to t5e expansion of th& Encina Facility at the present time. Following further Council discussion of the details of the proposed expansion and possibl impacts, Council concurred with the staff recommendation, and directed the City Attorne to prepare documents approving Precise Plan No. 1 , subject to scrutiny of the conditions to insure that the condiitons properly re- flect the City's commitment to the mitigation of adverse impacts identified in the EIR and further, that those items that deal with pure11 technical matters be examined as to their appropriateness in any conditions connected. with the approval of the Precise Development Plan. (") 21 . AB #5868 - CT 79-5/CP-4 - TENTATIVE SUBDIVISION MAP AND CONDOMINIUM PERMIT. The staff report was given by the Assistant to the Planning Director. With the aid of wall exhibits, he presented a brief history and explanation of the proposed project. - . .- r I I At 7:30 P.M., Mayor Packard opened the public hearing and inquired if any one wished to speak on the matter. . Mr. Nick Banche, 3464 Ridgecrest, represent- ing the applicant, Mr.. Duffy, addressed Council re his client's applications. He gave a brief history of the matter, as well as a brief summary of the reasons in favor of approval of the applications. Since no one else wished to speak on the matter, the Mayor closed the public hearing at 7:34 P.Y. Following discussion re Council Is concerns a-s to the availability of public facilities for the proposed project, the motion was made to direct the City Attorney to prepare the necessary documents approving Tentative Subdivision Map CT 79-5/CP-4, as per Planning Commission Resolution No. 1521. ! i 0. OF CARLSBAD COUU' -7- I ,. . I.. 8 ul) IL 1 I Council recognized Mr Mil liam Carey, 6522 Avenida- del Paraiso, representing the Mens' Softball League. Mr. Carey concurred with the comments which preceded his, adding .that the lighting of fields is a necessity for improving the safety factor of some of the existing facilities and that community effort might be enlisted on a volunteer basis as was done in the case of lighting Pine Field. P 139 \ June 5, 1979 - : I I Following discussion, Counc-il accepted the staff recommendation and requested that the Parks and Recreation Commission review the existing fac.ilities, determine community needs,explore identified potential sites and joint development p'roposals, re'view related CIP, survey other cities' contributions towar community youth group sports programs, and rese.arch possible methods of financing the requested facilities other than the use of tax funds. .d RECESS : Mayor Packard announced a Recess at 9:06 P.M. and Council reconvened at 9:20 P.M., with all members present. Mayor' Packard announced that Item No. 33 would be taken out. of order and heard at this time. I (86) 33. AB #5875 - REQUEST TO ADDRESS CITY COUNC1.L. - CARLSBAD SOCCER CLUB. Council recognized Mr. Tom McMahon, the presi- dent of the Carlsbad Soccer Club, who briefly commented.on his organization and the need for additiona,l facilities for soccer in the City.. It was the consensus of Council that the matte of additional fields for soccer be incorporate into the Parks and Recreation Commission's re- view of the City's ath.letic field needs. HOUSING AUTHORITY: Council adjourned to the Housing Authority at 9:25 'P.M. and reconvened at 9:26 P.M., with a1 1 members present. Planning .I* . .., mr ,d (113) 23. AB #3528 - Supplement #11 - RESPONSE BY ,COASTAL COMMISSION EXECUTIVE DIRECTOR TO COUNCIL POSITION ON .THE AGUA HEDIONDA LOCAL COASTAL PROGRAM. The staff report was given by the Planning ' Director. He referenced the letter of May 4, 1979 from Michael Fischer, the Executive Director of the California Cosatal Commission, and a ,telephone conversation he had with Bob Lago, Chief Planner of the California Coastal Commission in San Francisco, re a meeting to be held between a representative of the Coastal I Commission and representatives of ,th.e City to ~ negotiate their differences on the Agua He- I dionda Local Coastal Program. It was the consensus of Council that Mayor Packard and Councilwoman Casler, together with two members of staff, represent the City in meeting with Coastal Commission representative Dora11 B. Lafco Councilwoman Casler referenced a request from LAFCO for a letter indicating Councilman Anear appointment as Carlsbad's representative on the Ci-ties' Advisory Committee. CITY ATTORNEY ADDITIONAL BUSINESS: The City Attorney referenced the suit of the Southern Pacific Railroad vs the Board of Equalization, the County of San Diego, and numerous cities, including the City of Carlsba and indicated that the County Counsel had been requested to represent the City of Carlsbad in this matter.
