Council recognized Mr. Joe Bastone, 7225 San Luca Carlsbad, representing Lakeshore Gardens Mobile Home Association. Mr. Bastone spoke in favor of growth, but not at the expense of current residents of the City. In addition;Mr. Bastone expressed the desire for development of more mobile home parks' or zoning for manufactured homes which would meet the needs of lower income residents.

The Planning Director then continued with the staff report explaining existing constraints on growth as list-ed on the Growth Management Worksho Out1 ine -previously .presented to Council . 1 Councilman Skotnicki expressed the feeling that timing and location are essential elements of a growth management policy,. In this regard, he stated the General Plan for the City does not include timing and location constraints. In addition, he expressed the feeling that current policies, an established LCP, an agriculture policy and review of the General Plan could serve as growth management tools.
Council's discussion reflected their opinions as to.whether growth management consisted of implementing the General Plan, providing public facilities consistent with need, providing schools, satellite sewer treatment plants, master plan requirements, or combinations of same.
Associate Planner, Mike Zander, then gave an additional. staff .report with the aid of trans- parencies showing a base map of the City with the area within the coastal boundaries, the area in the airport influence area, undeveloped areas covered by master plans, agricultural lands, and the existing developed or infill areas of, the City. Mr.. Zander stated all these areas are under the influence of constraints either by the City or another Agency.
RECESS: Mayor Packard called a recess at 8:58 PM and Council reconvened at 9:08 P.M. with all Council members present..
Council recognized Mr. Robert C. Ladwig, 3289 Donna Drive, Carlsbad, speaking on behal'f of the Chamber of Commerce. Commi ttee on Growth Managemen Mr. Ladwig spoke in favor of a growth management policy and referenced the Chamber letter dated October 29, 1979 and proposed Policy of the same date previously presented to Council. Mr. Ladwig gave a brief explanation of same. In addition, he expressed the need for an agricultural policy.
Council recognized Mr. Phil Walling, 438 Camino Del Rio, San Diego, representing the Construction Industry Federation. He expressed support of a realistic a,nd reasonable growth policy and sug- gested- schools be included in same. He also ex- pressed the opinion that public facilities, timin and- location are essential, elements of a policy. He concluded by suggesting that the City has the necessary tools to manage growth, and questioned the desirability of controlling.timing and locati
