3. What is the relationship of growth management - to public facilities' fees?
Mr. Hagman expressed the opinion that govern-
ment was out of the business of subsidizing new
growth and recommended charging new residents whatever costs are incurred by the City. In fact, the desirableness of. a particular area could be viewed as a marketable commodity and new residents could be charged a buy-in fee of whatever the market will bear.
Mr. Hagman explained the key to growth manage- ment was the control of public works., In this. regard, he stressed qualities of conservation indicating the traditional "Rolls Royce" infra structure was no longer appropriate in view of pollution and energy problems and that the
cluster concept was the only viable method of
providing sufficient affordable housing. He
indicat.ed high density lowered energy demands,
pollution problems and the costs of the infra
structure. He further advocated that' govern-
ment no longer regulate development 'to require
single family'homes on large lots and that the
public be educated as to the true cost of same.

Council recognized Ed Schick, 2585 Highland Drive, Carlsbad, CA, who expressed the opinion that the. Growth Management Program should provide a means of encouraging growth to span the northern .and southern areas of the City.
Council recognized Phil Walling, representing the Construction Industry Federation of San Diego County, 438 Camino del Rio, South, San Diego, CA. Mr. Walling reques-ted jus tifica,tion of the element of timing of construction, if developers were required to pay in full in advance.
Council recognized Jim Clauson, 2120 Janis Way, Carlsbad, CA. Mr. Clauson expressed the opinion that the City Council should be a
responding factor rather than a determining factor with regard to growth.
Council recognized Don Brown, 3135 Monroe Street, Carlsbad, CA. who requested clarifica- tion of the intent of the qualifying words, "where", "what" and "when" reflected in
staff's. proposed definition of growth
management.
