ROLL CALL: Mayor Packard began .the meeting by giving a brief introduction explaining the purpose; and desire of Council to receive public input on goals and ob'jectives of the C.ity. Mr. Frank Mannen; with the aid of a transparency, rev'iewed the policy development process in accord- ance with Counci.1 Policy 27, and the current placement in that process. Councilman Skotnicki gave a brief history of the establishment of City goals and objectives including his and Councilwoman Cas1er"s work on a subcommittee for preparation .of same. Councilwoman Casler then\ outlined the areas of currently established goals. Mayor Packard then opened the meeting to the public and inquired if anyone desired to address Mr. Harold Clarke, 824 Caminito del Reposo, Carlsbad, addresse.d Council'. Mr. Clarke expressec I interest in the environmental quality, and indi- cated his desire to hear a policy statement from Council with regard to airport noise. He also expressed concern about the amount of sludge whict . -. will go to the Encina plant from satellite plants, He continued expressing concern about the darknesg of the transfer station for those using the bus. In conclusion he expressed the opinion that additional personnel should not be hired to work - ' for the City, but rather existing.personne1 should be transferred to different departments. Mr. Don Brown, 3135 Monroe Street, Carlsbad, addressed Council. Mr. Brown stated he was speaking as an interested citizen, and not as a representative of the Chamber of Commerce. He stated that once a project is adopted by the City progress seems to stop. Therefore, it would be beneficial to keep the public informed as to the progress on the various projects, possibly in the form of a newsletter. He also expressed the opinion that industry and commercial .enterpEise should be encouraged' to establish in Carlsbad. He concluded by indicating a need to complete the circulation plan. Following brief discussion, Council concurred thal staff report to Council on the possib.ility and feasibility of preparing a newsletter by the City for distribution. Mr. Claude Helton, 2760 Arland Road, Carlsbad, addressed Council. Mr. Helton stated his office is located in Carlsbad, and he is interested in the development of the State Street parking lot. He expressed interest in working with the City to develop the other half of the proposed parking lot, and questioned the plans for that portion of the proposed parking lot. 0 . January 26, 1980 Thelma Hayes, 580 Laguna Drive, addressed Council Mrs. Hayes expressed concern about lack of safety for pedestrians. Sh.e expressed the desire that Council 'include as a goal the deveiopment of a pedestrian circulation plan. She displayed to Council a map,,of th.e Ci.ty which displayed areas where no existing sidewalks are located. She concluded by outlining possible actions to elimi- nate the hazards to pedestrians. I Ruth Honnold, S.unnyhil1 Drive, Carlsbad, addresse Council suggesting the inclusion of a goal toward energy. conservation. I Council expressed concurrence .with inclusion of a goal for energy conservation. Edwin S. Schick, 2585 Hj'ghland Drive, Carlsbad, addressed Council. Mr. Schick suggested more police protection .in the downtown area, and recommended pursual of the People-Mover concept. He suggested close examination of the facilities to be provided by the public facilities fee, and suggested more activity in creating active parks in the City, Mr. Reg Wood, 7236.. San Benito, Carlsbad, addresse Council. Mr.. Wood stated he i!s the Chairman of the Airport Advisory Committee, and he explained the beginning of, activities , meetings, progress and current status of the committee. Mr. Wood then referenced mobile home living, and suggested they be referred to as manufactured housing in that most are not, i.n fact, mobile. In addition, he suggested consideration of manufactured housing sub-divisions. Margaret Brownley, 4120 Skyline Road, Carlsbad, addressed Council. Mrs. Brownley expressed agreement with the possibility of a City news- letter,. She also expressed approval of citizen input at meetings such as this; however, she i.ndicated in order to receive effective citizen participation, much more advance notice should be accomplished. In addition, she suggested the possibility of prior meetings with various groups in order to increase citizen participation. She concluded by expressing the opinion that parks, recreation and libraries are essential services, and requested continued support of thes services. Mr. Herbert Falkenstein, 4108 La Portalada Drive, Carlsbad, addressed Council. Mr. Fa1 kenstein stated he is the President of the Library Board of Trustees.. Mr. Fa1 kenstein addr.essed Council regarding the changing role of the library, and his feeling that the library is developing as a cultural center. He referenced the Library Mastc Plan amendment and outlined the basic goals con- tained therein, and urged Council to move forwar( to achievement of those go.als. In conclusion, Mayor Packard requested staff to prepare a synopsis or summary of all the sugges- ttons received at this meeting for Council review Council agreed to meet on February 20, 1980, to review the revised goals and objectives. ADDITIONAL CITY COUNCIL BUSINESS: Councilman Sk0tnick.i referenced the program statements p.repared by departments and expressed the need to discuss same to provide guidance. In addition, he expressed the opinion that the provision of statistical data such as number of househol ds, population, ‘;etc., would hav.e been he1 pful .
