HomeMy WebLinkAbout1980-02-20; City Council; Minutes% - b 0 Minutes Date of Time of Place o 0.1 CITY OF CAWLSBAD CCNNCILME? of: CITY COUNCIL (Adjourned Regular Meeting) Meeting: February 20, 1980 CALL TO ORDER was made by Vice-Mayor Skotnicki at 7:OO P.M. For the record, Vice-Mayor Skotnicki noted four Councilmembers were present, with Mayor Packard being absent. REPORT ON ENCINA POWER PLANT - SDG&E AND APCD. Council recognized Ed Gabrielson, License Supervisor for San Diego Gas & Electric Company, who had been invited to report on emission reduction and operating improvements at Encina; and fuel consumption versus power generated Mr. Gabrielson indicate’d a study of the reasons for fallout had been conducted, the results of which recommended implementation of several corrective measures, including introduction of additives to optimize burning, along with regular and frequent maintenance. Mr. Gabrielson then distributed and explained charts which reflected an efficiency increase of 35% at Encina and a savings of 6 million dollars, as a result of changes in the mechanical operation which reduced the number of barrels of fuel oil required to produce a measure of energy. Nr. Gabrielson then explained that SDG&E had obtained an exemption from federal legislation known as the Fuel Use Act which strictly prohibit utilit-ies from burning natural gas. Additionally anticipated programs to bring power into the area include transmission lines between nuclear power plants, a.contract with the Xexican Government to purchase power, geo-thermal development and a desert site nuclear power plant. In response to Council inquiry, Kr. Gabrielson discussed the comparative efficiencies of nuclear power and coal, indicating the great expense of controlling emissions which result from the use of coal. APCD Council recognized Michael Foley, representing the Air Pollution Control District. Mr. Foley gave a history of the air quality issues relating to construction of the Encina tall stack: (1) air fall out and (2) whether emissions would increase. As a result of three years of the monitoring quality problems. He then detailed the supporting statistical data contained in the Summary Report of February 20, 1980, stating in terms of particulate matter, Encina is a clean plant and conversion had accomplished the intended objectives. c CITY OF CARLSBAD -2- February 20. 1980 < "~ B 1 SHADOW RIDGE DAON - SATELLITE SEWER TREATMENT PLANT - BUENA SANITATION DISTRICT. Vice-Mayor Skotnicki gave an outline of the issues of the proposed connection to Encina and explained the similarities to the LCWD re- activation of their old plant. Council discussed the proposal in terms of Carlsbad as the host city for Encina, the City's policy of requiring.al1 satellite plants in Carlsbad to be capable of independent operation in the event of malfunction, and the future of Encina as a regional solids handling pl.ant. (g2) Followhg discussion, it was the consensus of Council that JAC representatives convey Council' position of agreeing to Buena's proposal subject to same conditions as Leucadia. REPORT TO COUNCIL OX FIRST PHASE OF GROWTH MANAGEMENT PROCEDURE. Vice-Mayor Skotnicki gave an introductory statement, outlining the objectives of growth management. Tom Hagaman, Principal Pl.anner, outlined the objectives of retaining a consultant in that same would assist staff with a growth manage- ment program and provide a system for imple- mentation of same, through analysis of the public facilities' figures and the General Plan, within constraints identified by the City. Mr. Hagaman then explained Sections I, 11, and 111 of the Growth Management Procedure and displayed a wall chart of the requested Council decisions; as reflected in the Attachment to the Procedure .. (773 Council discussed facilities required to provide necessary services. It was the consensus of Council that general government be included in the list of recommended services. * Council then discussed service levels, in terms of fiscal restraints, mutual use of recreational facilities by city and schools and adequacy of general government facilities. With regard to proposed consultant,' it was the consensus of Council that Vice-Nayor Skotnicki, the Planning Director.and City Manager act as an interviewing commit.tee of consultants responding to the Request for Proposal and make their recommendations to Council re same. Vice-Mayor Skotnicki inquired if Robert Ladwig, as the applicant, would object to continuing this matter to the next meeting. Mr. Ladwig expressed consent. ADJOURNMENT : By proper motion, Council adjourned at 1O:Ol P.M. to Tuesday, February 26, 1980 at 7:OO P.M. in the City Council Chambers. .
