HomeMy WebLinkAbout1980-03-28; City Council; Minutes* CITY OF CA-RLS5AD COUNCILME CITY COUNCIL (Adjourned Regular Meeting) ROLL CALL: matter and the suggested procedure to follow He then introduced Mr. Dennis O'Leary and Mr. William Fannon of Lowry & Associates, 3505 Camino del Rio, South, Suite 334, San Diego, California, the firm who prepared the Master Plan. Mr. O'Leary addressed Council referencing the Master Plan dated September 1979, and stating tha the Plan is recommended for use as a general as a waste water reclama\.tion study, not as merely a sewage.disposa1 study. In addition, he indicate that the potential demand for reclaimed water was included in the research. Mr. O'Leary then displayed transparencies showing the areas included in the Master Plan. In this regard he noted that those areas excluded were those covered by other sewage agencies and the Lake Calavera Hills area. Mr. O'Leary referenced page 11-12 and 11-13 in the Study and outlined the recommendations contained on same. Mr. O'Leary continued his report by displaying transparencies showing the year 1985, T.995 and 2905 phase of the proposed reclamation program. He indicated a reclamation plant would be feasibl at Batiquitos, Palomar Airport Road and El Camino Real, and one at Encina. He concluded his report by outlining the steps necessary for implementation of the program as contained on pages X-7, X-8 and X-9 of the Study. Mr. Fannon responded to Council questions re the quality of ground water, reason for pre-ssurized lines, and seepage into the lagoon. Mayor Packard inquired as to whether any members of the public wished to address Council regarding the matter. Mr. George Law, 1601 Gascony Road, Encinitas, addressed Council. Mr. Law indicated he is President of the Leucadia County Water District Board of. Directors and was addressing Council as such. He stated the Board had directed him to investigate the possibility of !a joint use facility in the Palomar Airport area. He explain ed the status and actions to date of the Leucadia County Water District with regard to sewer capacity and progress of site selection for a plant. He distributed to Council a proposed motion with regard to the possibility of a joint M arc lllpl CITY OF -CA-RLS CCUNCOLME -2- The City Manager informed Council that a recent meeting with the Koll Company regarding their desire to build a treatment plant at the airport would result in a report forthcoming to Council at their meeting of April 15, 1980. Therefore, he suggested that the request be forwarded to Mr. Law expressed his concurrence with the suggestion. Council referred the request of Leucadfa County Water District to City staff and the District for preparation of a report for the Palomar Treatment Plant to be presented to Council on April 15, 1980, to inclu-de information as to the feasibility of a joint-use facility. Mr. Bernie Fipp, principal of Koll Company, addressed Council. He expressed concurrence with the action and stated time is of the essence. RECESS: Mayor Packard called a recess at 8:53 PM and Council reconvened at 9:07 P.M. with all -. Bill Meadows, General Manager of Costa Real Municipal Water District, addressed Council. He questioned whether the City understood the scope of the cost involved in such a program; and whether adequate consideration had been given to other agencies in the area as to their activity with water reclamation. In this regard, he stated that Costa Real Municipal Water District has current plans to .participate in the distribution' of reclaimed water in 1980. Jack Kubota, P. 0. Box 1095, Carlsbad, represent- ing Costa Real Municipal Water District Board of Directors, addressed Council. He indicated that the District supports the concept of reclaimed water, and expressed willingness to work with the City and other agencies to supply such water to customers. Steve Kissick, 7912 Las Nueces, Carlsbad, Vice- President of the Leucadia County Water District Board ;of Directors, addressed Council. He questioned the possibility .of reducing the propose size of the four plants and increasing the size of the reservoirs to reduce the amount of reclaimed water which would be dispersed in the ocean. Lois Humphreys, 3337 Cadencia, Ca'rlsbad, President of Rancho La Costa Residents Association, addresse Council. She indicated approval of a plant site in the Palomar Airport area, away from residences. CITY OF CARLSBAD COUNCILME -3- Mr. Dennis 'Reid, General Manager of the Encina Water Pollution Control Facility, addressed Counci as a private citi.zen and professional in the waste water field. He offered his assistance in develop ing a water reclamation plan. He also reported to Council on the status and projections for the Encina plant. He expressed the feeling that the report is lacking in information relating to the cost effectiveness of such a plan, and requested further review of the Plan prior to approval. In response to questi.ons, Mr. Reid expressed the opinion that the Encina plant could be expanded to serve the needs of the City without the additio of satellite plants. Mr. William Savage addressed Council indicating h owned prop.erty near the proposed Batiquitos plant. He expressed approval of the Plan but requested the interpretation be flexible. Bob Ladwig of Rick 'Engineering, addressed Council. He expressed support of adoption of the Plan and requested encouragement of agricultural use. Mr. Larry Hunts, 832 Kalpati, Carlsbad, addressed Mr. Ed Sloman of Covin.gton Brothers, addressed Council e He spoke in favor of the plan and re- quested approval of same. In response to Council questions, Mr. O'Leary stated it would be feasible to build smaller plants with larger storage facilities; however, it had been determined that such plants shoul'd be built to size since developers were willing to build the plants. In this an initiative would prevail e He continued outlining the requirement for the City to hold a pub1 ic hearing on the Master Plan of the airport's expansion.
