Kenneth Chris , 2971 State Street, Carlsbad, addressed Council requesting consideration of including funds in the budget for beginning a General Plan update and revision.
Anthony J. Skotnicki, 3535 Bedford Circle, Carlsbad, address- ed Council expressing the need for a determination as to what public facilities will be required,, where they will be required, and when they will be required. Further, he in-
dicated that in order to make such determinations, the growth management program should be completed. He therefore requested the funds for the growth management program be reinstated in the budget. Mr. Skotnickii also suggested that funds be included for a Crime Prevention Office. He ques- tioned the status of a previously approved Information Referral position, and reiterated his previous request for funds to solve a drainage problem on Carl sbad Boulevard.
Councilwoman Casler queried whether the drainage problem was addressed in the prior year's CIP budget. She also stated the Information Referral position was being processed
