Mr. Balctwin continued indicating that for a long-range solution to the problem, Council could either proceed with condemnation of the entire Law property, or proceed to acquire one acre for use as a parking lot for City Hall and Library.
Council discussed what property in the vicinity of City Hall could be acquired, noting what property the City currently owns, and discussed the possibility of expanding on &sting City-owned property. Council then carpared 'the proposal to construct a Corrrmmity Development Center on the Law property, with the possibility of constructing a 'two-s tory office and parking facility on the existing parking lot along Fio Pico, Frcmthe standpoint of land acquisition costs, development expenses and efficient operation of administration, Council agreed that the latter would be less expensive and mre
efficient, if the needs of the City at total build out could be
met. In this regard, Council requested staff to evaluate the needs for City Hall facilities.in terms of .the total build
aut program, and de a reconmendation in order to determine if all, needs could be met without acquiring any of .the Law
. The City Attorney then actvised that if Council elected to
abandon the condamation proceedings previously instituted on
the Law property, such decision should be made prior to Christmas to avoid substantial penalties.
Council authorized staff to obtain an appraisal on parcel on Laguna, including an additicmal adjacent acre also available, and proceed to negotiate with the owner for the acquisition of same.
For the record, Councilman Lewis indicated his negative vote was predicated on the opinion that a parking lot -in a
predminately residential area would be inapprapriate.

c. Revised 1980-81 Capital Improvment Budget. -
.The staff report was presented by Frank Matmen, Assistant City Manager/Administration, Fkro referenced his Yoveniber 21, '1980
. Mmrandm to the City Manager, and detailed the deletions and other changes in the programs as set forth therein.
The City Manager added that the sunnary of ~rupos'ed Capital
Improvement Program, attached to Mr. Ymen's Memorandum, . reflected those projects proposed for the 1980-81 year. If the Council concurred, a Resolution adopting the same-would be prepared and presented to Council.
Following brief discussion, Council directed staff to prepare
the necessary Resolutim to adopt the Capital Inprovemait Program Budget, in concept, construction of any such project to occur only following Council review and approval of specific plans.
921 2. Wmm RECLAMATION
a. Introduction
The introduction was presented by Ron BecM, Assistant City &nager/Development, who detailed the history of the wastewater reclamation issue.
b. Encina Water Pollutim Control -Facility

Addressing the issue of wastewater reclamation, W. Reid
explained that sa was not practical at the Encina plant and detailed the techical reasons therefor.
Council then recognized Mr. A. J. Sko&cki, '3535 Bedford Circle, Carlsbad, CA. , who expressed the opinion that it was
fortuitous that the refeTenced graphs illustrated capacity
concurrent with demand in that a portion of such capacity would
be derived frm satellite plants which were not scheduled at the
time projections were made for Encina expansidn. Mr. Skotnicki
questioned, therefore, whether an excess armunt of sewer capacity was being created.

c. Lake Calavera Hills

Mr. Evans continue& explaining that it appeared that there was sufficient -capacity in Encina at the present time to handle th demand from the Lake Calavera Hills sewer service area. e. Palomar Treatmsnt and Reclamation Facility Rqort.
Mr. Don Owens made this presentation, referencing his October 1980 report entitled '!Financing Feasibility Study . . .
, . . Wastewater Treatment and Reclamation Program for the Palm Airport Reclamation Facility."
Essentially, 3k. Owens related the projected water needs and
sources of water available, the statistics on which conclude that by the year 2000 there will be a shortage of water under

'fore local origins of water will need to be developed. This
can be accamplished through wastewater reclamatim, better
use of water through conjunctive uses, or desalting ocean
terms of vested rights.
With regard to the plant at Palmar Airport, Xr.. Owens expla
the advantage of that location near the ocean in that the
large storage requirmts usually reqyired were negated by th proximity to the ocean outfall:. Therefore, reclaimed water could be discharged according to the market dmd and/or discharged into the ocean. Since water could be discharged at any given time throughout the year, the costs of storage would be alleviated.

Mr. Owens concluded his report stating that while *e cost of preparing the Palm Airport plant for reclamation would be higher at this tk, the cost of reclaiming water at
Encina in tenns of energy and other costs would increase considerably in the future over the costs of Palmar today.
f. Water Availability
This presentaticm was made by Ek. Bill Meadows , General Manager of the Costa Real Municipal kter District who stated that the
dmd for water was less than when the State Water Project
was designed; therefore there exists a "cushion*', although
there ramin significant challenges in term of providing water and detailed sane current projects in that regard.
However, Mr. Meadows explained there exists the. possibility of a water shortage in the event of another drought in Northern California as experienced a few years ago. Such reoccurrence would measurably affect the water supply for Southern California.
With regard to supplying water, Mr. Yeadm explained the

1 Carlsbad, who posed the ques tion: In view of continuing
expansion at Encina, when will the Lake Calavera Hills capacity be used, and qressed the opinion that the Master Plan of Encina must be agreed upon by all member agencies.
Council recognized Mr. Steve Kissick, 7912 Las Nueces Place, Carlsbad, who indicated he was a der of the Leucadia County Water District. Mr. Kissick expressed the opinion that the Council must make their determination based upon at which point the cost of water is not justified by the cost of producing water. It was his opinion that the desired objective be to obtain the most water for the least

Council recognized I&. Dm Woodward, 141 Jefferson,' Carlsbad, who indicated he was a property owner in the Palm Sewer Service Area and that their collective group have
invested considerable iuIlDunts of mney in the area of water
reclamation and were prepared to advance substantially more. The future needs of the City will be protected by water reclamation proj ects, if the projects are funded by the land owners. "his, then resolves the many political prol&m inherent in the Joint Advisory Comnittee, referenced

Council recognized Bernie Fipp , principal of the Koll Campany,
with off ices in San Diego and Carlsbad. Mr. Fipp concurred
with the statements of Mr. WooctWard expressing the opinion
that a satellite system by the .City would avdd the problems of JAC, the Coastal corranission and PA.
Followiry: very brief discussion and comt, Council
directed staff to proceed in the same direction which the
City has been pursuing in the area of water reclamation for
the past years, and directed staff to prepare such docunents
as necessary to implement future step.
Councilwanan Kulchin expressed the opinia that the letter
should specifically endorse the inclusion of a sand
replenishem program, as well as advocating a continuous sand bypass system.
Council directed staff to forward the. letter, as drafted.
