Xr. Henthorn reported that the Housing and Redeve.1-
opment Advisory Committee had met the prior evening
and had discussed the Chanber's proposal in detail.
He stated that the matter F70Uld be before Council
for consideration in the near future. I
Plr. Roy Ward, a member of the €Iousing and Redevelop-
Ward detailed the discussion of the Housing and @ ment Advisory Committee, addressed Counci.1. Mr. ' : 1 Redevelopment Advisory Convittee which had taken 1 place the prior evening on the subject, and the I resulting issues which the Comittee believed needed to be addressed.
Council discussed the many definitions of low-cost
housing, possible actions which could! be taken to
encourage the developnent of low-cost housing, and various methods of providing for same.
Council approved the matter in concept, and directed
the City Attorney to prepare the necessary imple-
menting documents.

3. AE #6560 - PROCESSING APPLICATIONS IN THE
REDEVELOPMENT AREA. '79 I
Following a brief introduction by the City Manager,
the Planning Director gave a staff report with the aid of a wall exhibit, charting the proposed pro- cedure for processing applications which require
Housing and Redevelopment and Planning review.
Council recognized Mr. Roy Ward, a member of the
Housing and Zedevelopment Advisory Cornittee. Plr.
Ward stated that the Eousing -and Redevelopment Ad-
visory Cornittee, by law, is an advocacy group. Ee
further expressed the opinion that Planning has be-
cone a regulator. He therefore suggested that the
Housing and Redevelopment Director should also be
a member of the inter-departmental task force in
order to protect that advocacy role.
Council recognized Mr. Ken Chriss, a member of the Housing and Redevelopent Advisory Committee. Mr.
Chriss suggested that preliminary discussions with developers/applicants should take place with a mem- ber of the Housing and Redevelopment staff, rather than with a rnepber of the Planning staff. ' Assistant City Manager/Development, Ron Beckman, indicated that confussion nay lie in the wording on the flow-chart. Ke suggested changing the word from "Planning" to "Developnent" to nore accurately ref lec
the department function. He indicated the change in wording would be more appropriate in that the actual counter which receives applications is Development Services.
Council recognized F4r. Ed. Elliott. Mr. Elliott indicated that he was a developer, and suggested. that several preliminary meetings and discussions should
occur on projects, and should include the presence of the developer/applicant.
